Sec. 8-4-1. - Generally.¶
The following procedure for an applicant must be complied with to obtain sewer design approval for sewer collection systems within the city.

Sec. 8-4-2. - Design criteria.¶
If an offsite sewer trunk is required to connect to a sanitation district trunk, this facility shall be approved by such sanitation district prior to submittal of plans to the department.

Sec. 8-4-3. - Preparation of plans.¶
All sewer and profile plans must be prepared under the direct supervision of a registered civil engineer licensed to practice in the state. This requirement must be attested to by the engineer's signature on the plans.

Sec. 8-4-4. - Preliminary plan-check fees.¶
After completion of the plans, the engineer shall submit them to the department for plan checking, at which time a fee shall be paid to the department equal to one percent of the estimated total cost of installation.

Sec. 8-4-5. - Inspection fees.¶
(a) Following the approval of the plans, the applicant shall be required to pay an inspection fee to the department in an amount equal to three percent of the estimated cost of the installations. An inspection fee of three percent of any additional cost of installation shall be required in addition to the original inspection fee. All fees shall be paid in advance and prior to the starting of any such work.
(b) Whenever the applicant has called for inspection and fails to appear on the job site with a working crew or fails to have work ready for inspection, a penalty fee of $7.10 per hour or fraction thereof shall be charged to the applicant for such time lost.
(c) When the inspection work is performed by a special inspector employed by the applicant and approved by the department, a processing fee of $2.00 shall be paid to the department, plus an additional fee of not less than $7.10 per hour per man for each hour or fraction thereof, for supervision by the department. This hourly fee shall be due and payable not later than ten days after the completion of work, except that work in progress and not completed by the first day of every month shall be paid as a partial fee for the inspection supervision of the previous month.

Sec. 8-4-11. - Copies of plans.¶
Upon approval of the plans, the department shall be furnished three complete sets of approved prints of the plans. These plans shall be approved and signed, when required, by the department of public works, the county flood control district and the utility companies, as well as the sanitation district.

Sec. 8-4-12. - Easements.¶
If an easement is required for construction or maintenance of sanitary sewers, the minimum width shall be 15 feet unless otherwise determined by the department. Easement descriptions and accompanying plats shall be prepared by the owner's engineer. The easement shall be in a form acceptable to the department. Easements shall be shown on the sewer plans. The department will not approve any sewer plans until all required easements have been duly recorded.

Sec. 8-4-13. - Prerequisites for beginning construction.¶
No work may start until the inspection fees have been arranged, the permit has been issued and the required approved plans have been filed with the department and proper notification has been furnished the department for construction inspection.
