Article I — Mobile Home Park Zone

§ 18.40.010. Purpose.

The M-H-P mobile home park zone is intended to provide for residential districts composed of mobile homes and accessory structures within mobile home parks. The M-H-P zone classification and its application are for the following principal objectives and purposes:

  • A. To provide for the orderly development of mobile home parks to accommodate mobile homes and accessory structures;

  • B. To promote the development of mobile home parks that are compatible with surrounding residential, commercial and industrial uses;

  • C. To protect the public health, safety and general welfare by requiring development standards within the areas so zoned which relate to the suitability of the site for the particular use and are in compliance with the general plan, and by requiring the submission of precise plans for review and the approval of a conditional use permit prior to the issuance of any building permits.

§ 18.40.020. Definitions.

As used in this article:

"Mobile home" means any structure transportable in one or more sections, designed and equipped to contain not more than two dwelling units, as defined in Section 18005.5 of the Health and Safety Code, to be used with or without a foundation. "Mobile home" does not include a recreational vehicle, commercial coach, or factory-built housing, as defined in Sections 18010.5 , 18012 and 19971 of the Health and Safety Code.

"Mobile home accessory structure" means any awning, portable, demountable or permanent cabana, storage, cabinet, carport, fence, windbreak, porch or other similar structure established for the use of the occupants of the mobile home.

"Mobile home park" means any area or tract of land where two or more mobile home sites are rented or leased or held out for rental or lease to accommodate mobile homes, provided that such sites are rented or leased or held out for rent or lease for periods of not less than thirty days. The rent paid for any such mobile home shall be deemed to include the rental for the space it occupies.

"Mobile home park accessory structure" means any recreation building, pool, service facility, storage facility, laundry facility, or other similar structure established for the common use of the occupants of the mobile home park, or any living quarters or office established for the use of the manager of the mobile home park.

"Mobile home site" means any portion of a mobile home park designated for the occupancy of one mobile home.

§ 18.40.030. Permitted uses.

In the M-H-P zone a mobile home park is a permitted use under a conditional use permit. Within a mobile home park, uses shall be limited to mobile home park accessory structures under a conditional use permit and the accommodation of mobile homes and mobile home accessory structures for which a conditional use permit shall not be required. § 18.40.040. Establishment of mobile home park.

Mobile home parks shall be developed with a conditional use permit in the M-H-P zone. The request for a conditional use permit shall be processed in accordance with Article I of Chapter 18.108 of this code. The application for a conditional use permit shall contain, in addition to the information required by Section 18.108.060 , the following information:

  • A. The name and address of the applicant;

  • B. A master plan of the entire development which is drawn to scale and is in conformity with all of the requirements of the M-H-P zone;

  • C. Elevations of all mobile home park accessory structures and all walls;

  • D. A complete landscaping and irrigation plan of the entire development;

  • E. Any further information as may be deemed necessary by the planning department. (Prior code § 9733.0003)

§ 18.40.050. Alteration or enlargement of existing mobile home park.

Mobile home parks shall be deemed to be enlarged or altered when additional mobile home park accessory structures or mobile home park sites are to be established in the mobile home park or on adjacent land owned or operated by the same person, corporation or other legal entity. A conditional use permit is required before alteration or enlargement of an existing mobile home park is permitted. The information required by Section 18.40.040 shall also be required in connection with the alteration or enlargement of an existing mobile home park, provided that the areas of enlargement or alteration shall be clearly denoted on the plans and elevations. § 18.40.060. Conditional use permit—Limitations.

A conditional use permit approved by the planning commission for mobile home parks shall be valid and effective for two years, unless otherwise specified. If construction of the mobile home park is not begun and is not being diligently pursued to completion during the period for which the conditional

use permit is issued, then the permit shall become void. The city building inspector shall determine whether or not construction has begun and is being diligently pursued to completion. (Prior code § 9733.0005)

§ 18.40.070. Area and density standards.

The following development standards and those provided in Sections 18.40.080 through 18.40.100 shall apply to the development of mobile home parks:

  • A. Minimum Area. No mobile home park shall be developed on any parcel less than fifteen acres (6 hectares) in size.

  • B. Maximum Density. No mobile home park shall accommodate more than eight mobile home sites per gross usable acre.

  • C. Minimum Area of Mobile Home Site. Each space in a mobile home park shall not be less than four thousand five hundred square feet (405 square meters) in area for double-width mobile homes and three thousand five hundred square feet (315 square meters) for single-wide mobile homes.

§ 18.40.080. Maximum building height.

The maximum height of all mobile home park accessory structures shall be one story and shall not exceed twenty-five feet (7.575 meters) in height. (Prior code § 9733.0006(D))

§ 18.40.090. Perimeter setbacks.

A twenty-five-foot (7.575 meters) setback shall be established along major and secondary streets. A ten-foot (3.30 meter) setback shall be established along local streets. (Prior code § 9733.0006(E))

§ 18.40.100. Wall required.

A six-foot-high (1.818 meters) ornamental masonry wall shall be constructed around the perimeter of the mobile home park, except for areas constituting entrances and exits. The wall shall not encroach into the required perimeter setback. All walls erected within the mobile home park or on individual mobile home sites shall match in material and color those used in the perimeter wall. (Prior code § 9733.0006(F))

§ 18.40.110. Landscaping.

All land areas within the mobile home park shall be landscaped and continuously maintained, except for areas occupied by structures, roadways, walks, parking and similar uses. The perimeter setbacks shall also be landscaped. (Prior code § 9733.0007)

§ 18.40.120. Underground utilities.

All utilities, including water, sewer, electricity, gas and cable television shall be placed underground with outlets terminating at each mobile home site in accordance with building code requirements and state law. Individual television antennas shall be prohibited. A single central television tower is permitted, provided such tower does not exceed thirty feet (9.09 meters) in height. (Prior code § 9733.0008)

§ 18.40.130. Refuse areas.

Refuse areas shall be provided at a ratio of one such area for each twenty mobile home sites. All such areas shall be located adjacent to interior roadways for convenient access by all park occupants and easy receptacle removal by refuse collectors. All such areas shall be enclosed by a six-foot-high (1.818 meters) masonry wall, except for the access opening on the interior roadway, in which case gates constructed of solid material shall be required. The material used and color of the refuse area enclosure walls shall be consistent with the perimeter wall. The dimensions, area and design of all refuse enclosures shall conform to city standards and refuse containers used therein shall comply with applicable city ordinances. Refuse collection from individual mobile home sites is prohibited.

§ 18.40.140. Recreation areas.

  • A. In adult mobile home parks, where none of the occupants may be under the age of fifteen, recreation areas, including structures and open space, shall be provided at a ratio of not less than two hundred fifty square feet (22.5 square meters) of land for each mobile home site within the mobile home park. From this total recreational area, there shall be provided at least one recreational building with a floor area ratio of at least thirty-five square feet (3.15 square meters) for each mobile home site. Each recreational building must contain at least one general purpose room with a floor area equivalent to twelve square feet (1.08 square meters) for each mobile home site and may contain kitchen, restroom and storage facilities.

  • B. In family mobile home parks, where the occupants may be under the age of fifteen, recreation areas, including structures and open space, shall be provided at a ratio of at least seven hundred fifty square feet (6.75 square meters) of land, for each mobile home site within the mobile home park. The requirements for recreational buildings in adult parks shall be applicable to family parks, except that the minimum floor areas shall be double that required for adult parks.

§ 18.40.150. Parking requirements—Automobile.

  • A. Parking spaces shall be paved and shall not be less than ten feet (3.30 meters) by twenty feet (6.60 meters).

  • B. There shall be at least two covered parking spaces on each mobile home site. Tandem parking is allowed.

  • C. There shall be at least one off-street guest parking space for each two mobile home sites within the mobile home park. Such required guest parking shall be dispersed throughout the mobile home park to provide convenient parking to all mobile home sites.

  • D. There shall be at least one off-street recreational building parking space located adjacent to the required recreational building for each ten mobile home sites within the mobile home park.

§ 18.40.160. Parking requirements—Recreational vehicle.

  • A. In each mobile home park a special parking area shall be provided for the storage of boats, campers, travel trailers and similar vehicles. Such vehicles shall not be permitted to park on interior roadways, in off-street automobile parking areas within the mobile home park or on mobile home sites.

  • B. The size of the special parking area shall be computed on the basis of at least one ten-foot-bytwenty-five-foot (3.30 meters by 7.526 meters) space for each three mobile home sites within the mobile home park. There shall be a minimum ten-foot-wide (3.30 meters) independent ingress and egress to each space.

  • C. The special parking areas shall be completely enclosed, except for entrances and exits, by an ornamental masonry wall at least six feet (1.818 meters) high, constructed of the same material and of the same color as the perimeter wall. Access to the area shall be by a gate at least sixteen feet (4.848 meters) wide.

§ 18.40.170. Mobile home site—Minimum setback.

Mobile homes shall be located on sites in such a manner that the following setbacks are maintained on the boundaries of each individual mobile home site:

  • A. Front yards, ten feet (3.30 meters);

  • B. Side yards, i.e. interior, at perimeter;

  • C. Rear yard other than at perimeter wall, five feet (1.15 meters);

  • D. Rear yard at perimeter wall, ten feet (3.30 meters);

  • E. All mobile home accessory structures, five feet (1.15 meters). (Prior code § 9733.0012(A))

§ 18.40.180. Mobile home site—Maximum height.

The maximum height of any mobile home shall be one story and shall not exceed twenty-five feet (7.57 meters) in height.

§ 18.40.190. Roof and siding materials.

All mobile homes shall feature material other than the standard metal roof and standard metal siding. Such materials as ornamental plastic, fiberglass, granular composition and "alcon siding" shall be used.

§ 18.40.200. Skirting.

All mobile homes shall be skirted with manufactured decorative skirting or decorative concrete block. Where decorative concrete block is used, only the first course need be mortared.

§ 18.40.210. Towing tongues.

All mobile home towing tongues which are removable shall be removed when the mobile home is placed on a mobile home site. If removal is not possible, the towing tongue shall be screened from any interior street or public right-of-way by decorative concrete block, wood siding, plant materials or any other material as deemed appropriate by the planning department.
