Sec. 22-236. - Definitions.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Private patrol means a person who, for any consideration whatsoever, agrees to furnish, or furnishes, a watchman, guard, patrolman, guard dog, or other person to protect persons or property, or to prevent the theft or unlawful taking of any goods, money, or property of any kind, or performs the service of such watchman, guard, or patrolman for any of said purposes.

Security business means a business, that for any consideration whatsoever, agrees to protect persons or property, or to prevent the theft or unlawful taking of any goods, money, or property of any kind. Alarm businesses as defined in section 4-1 are not security businesses as defined herein.

Sec. 22-237. - Registration of private patrol and security businesses.

(a) No person shall engage in or conduct a private patrol or security business without registering with the City. To register with the City, a copy of the license issued by the State Department of Consumer Affairs to said person or business must be submitted to the City Clerk, as well as proof of State registration for each employee of the licensee who will perform work within the City.

(b) An accurate description of the specific location or area within the City in which the person or business proposes to operate must accompany the request for registration with the City.

Sec. 22-238. - Uniform and vehicle specification.

(a) A person carrying out his or her duties in the conduct of a private patrol or security business within the City shall wear a uniform which is readily distinguishable from La Palma Police Department uniforms.

(b) Any vehicle used in the conduct of a private patrol or security business within the City of La Palma shall be readily distinguishable from La Palma Police Department vehicles.

(c) The Police Chief shall verify whether any uniform or vehicle is distinguishable from those used by the La Palma Police Department.

Sec. 22-239. - City business license.

The requirements set forth in sections 22-237 and 22-238 shall be satisfied prior to issuance of a City business license for a private patrol or security business.
