3.04.010 - Adoption.¶
Pursuant to the authority granted to the legislative body of any city within the state of California under the provisions of Title 4, Division 6, Chapter 1, Government Code of the state of California, the following system of personnel administration is hereby adopted for this city.

3.04.020 - Classified service—Included personnel.¶
The provisions of this title shall apply to all appointive officers and employees of the city on regular duty, other than those excepted herein, and all such officers and employees shall be deemed to be in the classified service of this city.

3.04.030 - Regular duty defined.¶
The term "regular duty" shall be deemed to include only those employees who are paid on a regular monthly salary as distinguished from those who are employed on an hourly, day-to-day, or weekly basis.

3.04.040 - Exempt officers.¶
The following appointive officers are exempt from the personnel system:
(a) City attorney.
(b) Assistant city attorney.
(c) City manager.
(d) All department heads and division managers as defined in Section 2.16.150(d) hired on or after the effective date of this section.
