12.52.010 - Prohibited vehicles.¶
A. Advertising Vehicles. No person shall operate or drive any vehicle used for advertising purposes or any advertising vehicle equipped with a sound amplifying or loudspeaking device upon any street or alley at any time without the express consent of the chief of police.
B. Horse Drawn Vehicles. No person shall drive any animal-drawn vehicle into or within the business district between the hours of four-thirty p.m. and six p.m. of any day.

12.52.020 - Truck routes—Regulations.¶
A. Authority to Erect Signs. Whenever any resolution of this city designates and describes any street or portion thereof as a street the use of which is permitted by any vehicle exceeding a maximum gross weight limit of three tons, the city traffic engineer is hereby authorized to designate such street or streets by appropriate signs as truck routes for the movement of vehicles exceeding a maximum gross weight limit of three tons.
B. Use. When any such truck or routes are established and designated by appropriate signs the operator of any vehicle exceeding a maximum gross weight limit of three tons shall drive on such route or routes and none other except that nothing in this section shall prohibit the operator of any vehicle exceeding a maximum gross weight of three tons coming from a truck route having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained therefor.
C. Application. The provisions of this section shall not apply to (1) passenger buses under the jurisdiction of the public utilities commission, or to (2) any vehicle owned by a public utility while necessarily in use in the construction, installation or repair of any public utility.
D. Maximum Weight. Those streets and parts of streets established by resolution of the council are hereby declared to be truck routes for the movement of vehicles exceeding a maximum gross weight of three tons.

12.52.030 - Truck routes—Designated.¶
The streets or portions of streets in this city hereinafter described are hereby defined and established as truck routes and shall be governed by the provisions of Section 12.52.020.
BALTIMORE DRIVE in its entirety within the city limits.
BANCROFT DRIVE from Madison Avenue to Grossmont Boulevard.
CENTER DRIVE from Jackson Drive to Commercial Street.
CENTER STREET from Spring Street to Commercial Street.
COMMERCIAL STREET from Center Street to Center Drive.
EL CAJON BOULEVARD from 73rd Street to Interstate 8.
FLETCHER PARKWAY in its entirety within the city limits.
GROSSMONT BOULEVARD from La Mesa Boulevard to Bancroft Drive.
JACKSON DRIVE from La Mesa Blvd. to the north city limits.
LAKE MURRAY BOULEVARD in its entirety within the La Mesa city limits.
LA MESA BOULEVARD from the east intersection with University Avenue to Interstate 8.
MASSACHUSETTS AVENUE in its entirety within the city limits.
NEBO DRIVE from Interstate 8 to University Avenue.
70TH STREET in its entirety within the city limits.
SPRING STREET from Center Street to south city limits at Gateside Road.
UNIVERSITY AVENUE in its entirety within the city limits.

12.52.040 - Commercial vehicles prohibited on certain streets.¶
Repealed.

12.52.041 - Commercial vehicles—Residential district.¶
No person shall park any commercial vehicles exceeding a maximum gross weight limit of ten thousand pounds on any parcel of land or street in any residential district. No such ordinance or resolution relating to the parking or standing of commercial vehicles in a residential district shall, however, be effective with respect to any commercial vehicle making pickups or deliveries of goods, wares, and merchandise from or to any building or structure located on the restricted parcels of land, streets or highways for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling, or construction of any building or structure upon the restricted parcels of land, streets or highways for which a building permit has previously been obtained.

12.52.050 - Streets in which commercial vehicles are prohibited designated.¶
The streets or portions of streets in this city hereinafter described are hereby defined and established as streets in which commercial vehicles are prohibited and the city traffic engineer shall erect and maintain appropriate signs on said streets.

GUAVA AVENUE RESTRICTIONS: It shall be unlawful for any person, firm or corporation to operate or cause to be operated upon Guava Avenue between El Cajon Boulevard and Alvarado Road any vehicles, trailer, moving van, dray, or wheeled conveyance of any kind or nature whatsoever of a gross weight including load thereon exceeding four thousand pounds. (Res. 9166; August 27, 1963)
LOWELL STREET AND ORIEN AVENUE RESTRICTIONS: It shall be unlawful for any person, firm or corporation to operate or cause to be operated on Lowell Street and Orien Avenue, between University Avenue and Yale Avenue, any commercial vehicle of any kind or nature whatsoever of a gross weight, including load thereof, exceeding six thousand pounds, except where necessary for purpose of making pick-up or deliveries of goods, wares and merchandise from or to any building or structure located on Lowell Street or Orien Avenue, or for purpose of delivering materials to be used in repairs, alterations, or remodeling or construction of any building or structure upon said portion of Lowell Street or Orien Avenue. PALM AVENUE RESTRICTIONS: It shall be unlawful for any person, firm or corporation to operate or cause to be operated on Palm Avenue between Lemon Avenue and Spring Street any commercial vehicles of any kind of nature whatsoever, of a gross weight including load thereon exceeding six thousand pounds. Excepting when necessary for the purpose of making pick-ups or deliveries of goods, wares and merchandise from or to any building or structure located on said portion of Palm Avenue, or for the purpose of delivering materials to be used in repairs, alterations, or remodeling or construction of any building or structure upon said portion of Palm Avenue. PINE STREET RESTRICTION: It shall be unlawful for any person, firm or corporation to operate or cause to be operated on Pine Street, between Allison Avenue and Mills Street, any commercial vehicle of any kind or nature whatsoever of a gross weight, including load thereof, exceeding six thousand pounds, except where necessary for purpose of making pick-ups or deliveries of goods, wares and merchandise from or to any building or structure located on Pine Street, or for purpose of delivering materials to be used in repairs, alterations, or remodeling or construction of any building or structure upon said portion of Pine Street. (Res. 13840; August 28, 1979).
SENECA PLACE RESTRICTIONS: It shall be unlawful for any person, firm or corporation to operate or cause to be operated upon Seneca Place between Jessie Avenue and Pomona Avenue any vehicles, trailer, moving van, dray, or wheeled conveyance of any kind or nature whatsoever of a gross vehicle weight including load thereon exceeding three tons. (Res. 2022-109; September 27, 2022).
SEVERIN DRIVE RESTRICTIONS: It shall be unlawful for any person, firm, or corporation to operate or cause to be operated on Severin Drive between Amaya Drive and La Suvida Drive any commercial vehicles of any kind or nature whatsoever, of a gross weight including load thereon exceeding six thousand pounds, excepting when necessary for the purpose of making pick-up or deliveries of goods, wares and merchandise from or to any building or structure located on said portion of Severin Drive, or for the purpose of delivering materials to be used in repairs, alterations, or remodeling or construction of any building or structure upon said portion of Severin Drive.

12.52.060 - Visibility obstructions.¶
Whenever the city traffic engineer finds that any hedge, shrubbery or tree growing in a parkway, or any vehicle parked along the curb, obstructs the view of any intersection, or any traffic upon the streets approaching such intersection, he shall cause the hedge, shrubbery or tree to be immediately removed or reduced in height, or, if the visibility obstruction is due to a parked vehicle, the curb adjacent to the intersection to be painted red or signed "no parking."

12.52.070 - No parking of commercial vehicles.¶
(a) The parking of commercial vehicles with a maximum gross weight over ten thousand pounds is prohibited in zones established by resolution of the city council on streets or portions of streets when signs prohibiting such parking are posted on the street.
(b) The traffic committee shall review requests for parking restrictions of commercial vehicles with a maximum gross weight over ten thousand pounds on streets or portions of streets and shall present to the city council those locations in which, in its opinion, the parking of commercial vehicles with a maximum gross weight over ten thousand pounds would interfere with traffic, reduce sight distances of approaching traffic from cross streets and driveways, or create a hazardous situation.
(c) The traffic committee shall cause signs to be installed and maintained in all designated no parking zones for commercial vehicles with a maximum gross weight over ten thousand pounds.

12.52.071 - No parking zones for vehicles with a maximum gross weight over ten thousand…¶
It shall be unlawful for any person to park or permit to park a commercial vehicle in excess of ten thousand pounds maximum gross weight on any street or portion of street defined herein when said street is posted with signs prohibiting such parking. The streets or portions of streets in this city hereinafter described are hereby defined and established as no parking zones for commercial vehicles with a maximum gross weight over ten thousand pounds.
