La Mesa Municipal Code Ch. 12.42 Permit Parking

Permit parking is hereby established in the city of La Mesa whereby preferential parking privileges are given to residents for their use and the use of their guest, under which the residents may be issued a permit or permits which exempt them from the prohibition or restriction herein.

Permit parking zones on streets are those streets, or portions of streets, in residential zoning districts established by resolution of the city council as zones within which parking is prohibited or restricted to a time limit, except the owner or lessee of property in a zone is authorized to park a vehicle on the street in said zone when said vehicle displays a permit issued pursuant to this chapter.

The traffic committee shall submit recommendations to the city council for procedures and guidelines, or changes in them, for determining permit parking zones. The city council may approve, modify, or reject the recommendations of the traffic committee.

The traffic committee shall review all requests for permit parking zones and shall submit with a recommendation to the city council all permit parking zone requests which satisfy the requirements established in the regulations, procedures and guidelines approved by the city council.

Nonrefundable fees may be established by resolution of the city council to defray the cost of issuing and administering permits in the permit parking zones.

The city manager, or his designated representative, shall issue parking permits for authorized vehicles owned by residents, merchants, or employees of merchants, in the permit parking zones designated in this chapter. When established by resolution of the city council, a fee shall be charged for each parking permit issued or renewed. Each parking permit shall be valid for not more than a one year period and for only one vehicle.

The city manager, or his designated representative, shall establish methods and procedures for issuing parking permits, collecting permit fees, and other related administrative actions or regulations as the manager may determine necessary to issue and administer parking permits pursuant to this section.

An issued parking permit decal shall be displayed on the authorized vehicle as indicated on the permit.

The city traffic engineer shall cause permit parking signs to be installed and maintained in all permit parking zones as designated in this chapter.

When authorized by the provisions of this chapter and required signs are in place giving notice thereof, no person shall park any vehicle in a permit parking zone contrary to the directions and provisions of such signs, except when said vehicle has a parking permit displayed as described herein, or when engaged in the loading and unloading of passengers and goods.

The streets, or portions of streets, in this city hereinafter described are hereby defined and established as permit parking zones and shall be governed by the provisions of this chapter when signs are posted on the street indicating said zone:
