12.44.010 - Fifteen minute parking.

Green curb marking shall mean no standing or parking for a period of time longer than fifteen minutes at any time between eight a.m. and six p.m. on any day except Sundays and holidays.

When authorized signs, parking meters or curb markings have been determined by the city traffic commission to be necessary and are in place giving notice thereof no operator of any vehicle shall stop, stand or park said vehicle adjacent to any such legible curb marking or sign or parking meter in violation thereof.

12.44.020 - Thirty minute parking.

When authorized signs, parking meters or curb markings have been determined by the city traffic committee to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand, or park said vehicle between the hours of eight a. m. and six p.m. of any day except Sundays and holidays for a period of time longer than thirty minutes.

12.44.030 - One hour parking.

When authorized signs, parking meters or curb markings have been determined by the city traffic committee to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park said vehicle between the hours of eight a.m. and six p.m. of any day except Sundays and holidays for a period of time longer than one hour.

12.44.040 - Two hour parking.

When authorized signs, parking meters or curb markings have been determined by the city traffic committee to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park said vehicle between the hours of eight a.m. and six p.m. of any day except Sundays and holidays for a period of time longer than two hours.

12.44.050 - Parking parallel on one-way streets.

A. When Permitted. Subject to other and more restrictive limitations, a vehicle may be stopped or parked within eighteen inches of the left hand curb facing in the direction of traffic movement upon any one-way street unless signs are in place prohibiting such stopping or standing.

B. When Signs Required for Left Hand Parking. In the event a highway includes two or more separate roadways and traffic is restricted to one direction upon any such roadway, no person shall stand or park a vehicle upon the left hand side of such one-way roadway unless signs are in place permitting such standing or parking.

C. Prohibited Left Hand Parking. The city traffic engineer is authorized to determine when standing or parking shall be prohibited upon the left hand side of any one-way street or when standing or parking may be permitted upon the left hand side of any one-way roadway of a highway having two or more separate roadways and shall erect signs giving notice thereof.

D. Backing to Curb. The requirement of parallel parking imposed by this section shall not apply in the event any commercial vehicle is actually engaged in the process of loading or unloading freight or goods, in which case such vehicle may be backed up to the curb, provided that such vehicle does not extend beyond the centerline of the street and does not block traffic thereby.

12.44.060 - Diagonal parking—Regulations.

On any of the streets or portions of streets established by resolution of the council as diagonal parking zones, when signs or pavement markings are in place indicating such diagonal parking, it shall be unlawful for the operator of any vehicle to park said vehicle except:

(a) At the angle to the curb indicated by signs or pavement markings allotting space to parked vehicles and entirely within the limits of said allotted space;

(b) With the wheel nearest the curb or wheel stop within six inches of said curb or wheel stop.

The provisions of this section shall not apply when such vehicle is actually engaged in the process of loading or unloading passengers, freight or goods, in which event the provisions applicable in Section 12.44.050 of this title shall be complied with.

12.44.070 - Diagonal parking—Zones designated.

The streets or portions of streets in this city hereinafter described are hereby defined and established as diagonal parking zones and shall be governed by the provisions of Section 12.44.060. (Res. 9166 § 24, August 27, 1963).

(1) Allison Avenue from University Avenue to Date Avenue.

(2) Center Street (south side) from a point twenty-seven feet east of the southerly prolongation of the east curb line of Guild Street to the east a distance of one hundred fifteen feet.

(3) Center Street (north and west sides) from a point four hundred forty-five feet east of the east curb line of Guild Street to Commercial Street.

(4) Center Street (east side): three spaces at 8185 Center Street.

(5) Commercial Street (north side) from the northerly prolongation of the east edge of Guild Street to the east a distance of eight hundred sixty feet, and three spaces at 8188 Commercial Street.

(6) Commercial Street (south side) from a point three hundred ninety-five feet east of the east edge of Guild Street to the east a distance of five hundred twenty-five feet.

(7) Commercial Street (west side) from a point seventy feet north of the centerline of Center Street to the north a distance fifty feet.

(8) Commercial Street (east side) from a point ninety feet north of the centerline of Center Street to the north a distance ofone hundred feet.

(9) Guild Street (east side) from a point eighty feet north of Center Street to the north a distance of sixty feet.

(10) La Mesa Boulevard from Acacia Street to Fourth Street

(11) Nebo Drive (east side) from eastbound I-8 off-ramp to University Avenue.

(15) Wilson Street (east side) from La Mesa Boulevard to the north a distance of 230 feet.

12.44.080 - Parking space markings.

The city traffic engineer is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbings where authorized parking is permitted.

When such parking space markings are placed on the highway, subject to other and more restrictive limitations, no vehicle shall be stopped, left standing or parked other than within a single space unless the size or shape of such vehicle makes compliance impossible.

12.44.090 - No stopping zones—Regulations.

The city traffic engineer shall designate established no stopping zones by placing and maintaining appropriate signs indicating that stopping of vehicles is prohibited and indicating the hours and days when stopping is prohibited.

During the hours and on the days designated on the signs, it shall be unlawful for the operator of any vehicle to stop said vehicle on any of the streets or parts of streets established by resolution of the council as no stopping zones.

12.44.100 - No stopping zones—Designated.

The streets or portions of streets in this city hereinafter described are hereby defined and established as no stopping zones and shall be governed by the provisions of Section 12.44.090.

LA MESA BOULEVARD (BOTH SIDES) It shall be unlawful for any person to park, or permit to be parked, any vehicle on either side of La Mesa Boulevard from Date Avenue to Fourth Street, between the hours of four a.m. and six a.m. except Saturday and Sunday.

MASSACHUSETTS AVENUE (EAST SIDE) It shall be unlawful for any person to park or permit to be parked any vehicle on the East side of Massachusetts Avenue for a distance of one hundred fifteen feet South of the South curb line of Pearson Street between the hours of seven a.m. and five p.m. on school days.

MASSACHUSETTS AVENUE (WEST SIDE) It shall be unlawful for any person to park or permit to be parked any vehicle on the West side of Massachusetts Avenue for a distance of one hundred ten feet North of the North curb line of Pearson Avenue between the hours of seven a.m. and five p.m. on school days.

SEVERIN DRIVE (EAST SIDE) It shall be unlawful for any person to park or permit to be parked any vehicle on the east side of Severin Drive for a distance of 250 feet north of Earl Street between the hours of seven thirty a.m. and five p.m.

12.44.110 - Parking on city property.

(a) Authority to Erect Signs. Whenever the city manager shall determine that the orderly, efficient conduct of the city's business requires that parking or standing of vehicles on city property be prohibited, limited or restricted the city manager shall have the power and authority to order signs to be erected or posted indicating that the parking of vehicles is thus prohibited, limited or restricted.

(b) Compliance. When signs authorized by the provisions of this section are in place, giving notice thereof, no person shall park or stand any vehicle contrary to the directions or provisions of such signs.

12.44.120 - Vehicles on private property.

No person shall operate or drive or leave any vehicle in, over, or upon any private property without express or implied permission of the owner thereof, or the person entitled to the possession thereof, for the time being, or the authorized agent of either except that this section shall not apply to public or private parking lots.

12.44.130 - Disabled person parking spaces—Regulated.

On any street or portion of street, established by resolution of the city council as disabled person parking space(s), when signs and pavement markings are in place indicating such space(s), it shall be unlawful for the operator of any vehicle to park said vehicle except when said vehicle displays the distinguishing license plate or placard as defined by the California Vehicle Code for the disabled.

12.44.131 - Disabled person parking spaces loading and unloading areas—Designated.

On any street or portion of street, or on any public parking lot or parking facility, when marked by cross-hatched lines in the area adjacent to a disabled person parking space, it shall be unlawful for any person to park zones or leave standing any vehicle in said area. This section shall also apply to any privately owned and maintained off-street parking facility.
