12.40.010 - Application of regulations.¶
A. EXCEPTION. The provisions of this title prohibiting the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
B. MORE RESTRICTIVE PROVISIONS. The provisions of this title imposing a time limit on standing or parking shall not relieve any person from the duty to observe other and more restrictive provisions of the vehicle code or the ordinances of this city prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.

12.40.020 - Stopping or standing in parkways prohibited.¶
No person shall stop, stand or park a vehicle within any parkway.

12.40.030 - No stopping zones and no parking areas.¶
The city traffic engineer is hereby authorized to maintain by appropriate signs or by paint upon the curb surface, all no stopping zones, no parking areas, and restricted parking areas, as defined and described in this title.
When said curb markings or signs are in place no operator of any vehicle shall stop, stand or park such vehicle adjacent to any such legible curb marking or sign in violation of any of the provisions of this title.

12.40.031 - Parking in bike lanes.¶
It is unlawful to park or permit to be parked any vehicle, excepting emergency vehicles, at any time, in any bike lane, when said lane is properly posted.

12.40.040 - No parking areas—Designated.¶
The streets or portions of streets in this city hereinafter described are hereby defined and established as no parking areas and shall be governed by the provisions of Section 12.40.050:
(1) ACACIA AVENUE FROM PASADENA AVENUE TO BEVERLY DRIVE: It is unlawful for any person to park or permit to be parked any vehicle at any time on the west side of Acacia Avenue from its intersection with Pasadena Avenue to its intersection with Beverly Drive.

(1.1) ACACIA AVENUE FROM DATE AVENUE TO BEVERLY (SOUTHEASTERLY SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the southerly side of Acacia Avenue between Beverly Drive and Date Avenue.
(1.4) ALLEY BETWEEN LA MESA BOULEVARD AND LEMON AVENUE: It is unlawful for any person to park, or permit to be parked, any vehicle at any time on either side of the alley which lies between La Mesa Boulevard and Lemon Avenue, extending from Acacia Avenue westerly to the southeasterly prolongation of the northeasterly line of Lot 12, Block 5, Sunnyside Addition, Map No. 1118.
(1.45) ALLEY BETWEEN LA MESA BOULEVARD AND LEMON AVENUE: It is unlawful for any person to park or permit to be parked any vehicle at any time on either side of the alley which extends northwesterly from Lemon Avenue and which is a portion of Lot 15, in Block 2 of La Mesa Springs, Map #786.
(1.5) ALLEY BETWEEN MARIPOSA STREET AND TULARE STREET: It is unlawful for any person to park, or permit to be parked, any vehicle at any time on either side of the alley which lies east of Upland Street between Mariposa Street and Tulare Street.
(1.6) ALLEY BETWEEN SPRING STREET AND PALM AVENUE, FROM LEMON AVENUE TO FINLEY AVENUE: It is unlawful to park or permit to be parked any vehicle at any time on either side of the alley between Spring Street and Palm Avenue, extending from Lemon Avenue to Finley Avenue.

(1.65) ALLEY BETWEEN SPRING STREET AND PALM AVENUE, FROM FINLEY AVENUE TO PASADENA AVENUE: It is unlawful to park or permit to be parked any vehicle at any time on either side of the alley between Spring Street and Palm Avenue from Finley Avenue to Pasadena Avenue.

(1.7) ALLEY NORTH OF PARKWAY DRIVE AND EASTERLY OF BALTIMORE DRIVE: It is unlawful to park or permit to be parked any vehicle at any time on the easterly side of the alley which lies north of Parkway Drive and located adjacent to the east line of Gertrude Munro Tract as shown on Map No. 1426.
(2) ALLEY BETWEEN WILSON STREET AND BARONA WAY: It is unlawful for any person to park or permit to be parked any vehicle at any time on the northerly side of the easterly seventy-seven feet of the alley between Wilson Street and Barona Way.
(3) ALLISON AVENUE (NORTH SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the northerly side of Allison Avenue for a distance of thirty feet easterly of the east line of Date Avenue.
(3.1) ALLISON AVENUE (NORTHERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the northerly side of Allison Avenue for a distance of one hundred two feet westerly of the west line of Date Avenue.
(4) ALLISON AVENUE (NORTH SIDE): It is unlawful to park any vehicle at any time on the north side of Allison Avenue for a distance of one hundred seven feet west of the west line of Palm Avenue.
(4.5) ALLISON AVENUE (SOUTHERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the south side of Allison Avenue between the east line of the easterly intersection of Palm Avenue and seventy feet west of the westerly curb line of Date Avenue.

(4.9) ALPINE AVENUE (NORTHEASTERLY AND SOUTHEASTERLY SIDES): It is unlawful to park or permit to be parked any vehicle at any time on the northeasterly and southeasterly sides of Alpine Avenue for a distance of one thousand ten feet northeasterly and northwesterly of the northeasterly line of Garfield Street.
(5) ALPINE AVENUE (SOUTH SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the southerly side of Alpine Avenue between the easterly line of Glen Street and the northerly line of Panorama Drive.
(5.2) ALTO DRIVE (SOUTHWESTERLY SIDE): It shall be unlawful to park or permit to be parked any vehicle on the southwesterly side of Alto Drive for a distance of one hundred fifty feet southeasterly of the southeasterly line of Lemon Avenue.
(5.4) ALVARADO ROAD (SOUTHERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the southerly side of Alvarado Road from 70th Street to five hundred twenty feet east of 70th Street.

(5.5) ALVARADO ROAD (NORTH SIDE): It is unlawful to park or permit to be parked any vehicle on the northerly side of Alvarado Road easterly from the easterly line of Jackson Drive for a distance of four hundred eighty-six feet.
(5.7) ALVARADO ROAD (NORTH SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the northerly side of Alvarado Road, from the easterly line of 70th Street to the northerly prolongation of the westerly line of Guava Avenue.
(5.8) ALVARADO ROAD (NORTH SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the north side of Alvarado Road from the northerly prolongation of the easterly line of Guava Avenue.

(5.9) AMAYA COURT (BOTH SIDES): It is unlawful to park or permit to be parked any vehicle at any time on either side of Amaya Court between the intersection of Amaya Drive and end of cul-de-sac on Amaya Court south of Amaya Drive.

(6) AMAYA DRIVE (NORTHWEST SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the northwest side of Amaya Drive easterly from the easterly line of Gregory Street for a distance of one hundred thirty feet.
(7) AMAYA DRIVE (SOUTHEAST SIDE): It is unlawful to park or permit to be parked on the southeast side of Amaya Drive any vehicle at any time extending two hundred twenty feet westerly from the westerly line of Primrose Drive.
(7.1) AMAYA DRIVE (BOTH SIDES): It is unlawful to park or permit to be parked any vehicle at any time on either side of Amaya Drive between the intersection of Fletcher Parkway and Howell Drive.

(8) AVON DRIVE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the easterly side of Avon Drive for a distance of seven hundred feet southerly of the south line of Normal Avenue.
(8.6) AZTEC DRIVE (EAST SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the east side of Aztec Drive between the northerly curb line of Baltimore Drive and two hundred thirty feet northerly of the northerly curb line of Baltimore Drive.

(8.8) AZTEC DRIVE (EAST SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the east side of Aztec Drive for a distance of three hundred seventy feet southerly of the south line of Morocco Drive.
(8.9) AZTEC DRIVE (EAST SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the east side of Aztec Drive from a point two hundred fifty feet south of Anders Circle and continuing southerly for a distance of two hundred thirteen feet.
(8.91) BALTIMORE DRIVE (BOTH SIDES): It is unlawful to park or permit to be parked any vehicle at any time on either side of Baltimore Drive between El Cajon Boulevard and Parking Drive.

(8.910) BALTIMORE DRIVE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the easterly side of Baltimore Drive between the south line of El Paso Street and the southerly city limits.

(8.911) BALTIMORE DRIVE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the easterly side of Baltimore Drive between the intersection of Lake Park Way and forty feet north of the north line of Lake Park Way.

(8.912) BALTIMORE DRIVE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the easterly side of Baltimore Drive between one hundred fifty feet north of the north line of Lake Park Way and three hundred sixty-five feet north of the north line of Lake Park Way.

(8.913) BALTIMORE DRIVE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the easterly side of Baltimore Drive between the intersection of El Cajon Boulevard and three hundred seventy feet south of the southline of El Cajon Boulevard.

(8.914) BALTIMORE DRIVE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the easterly side of Baltimore Drive between the intersection of University Avenue and one hundred feet north of the north line of University Avenue.

(8.915) BALTIMORE DRIVE (WESTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the westerly side on portions of Baltimore Drive between the intersection of El Cajon Boulevard and the intersection of University Avenue.

(8.916) BALTIMORE DRIVE (WESTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the westerly side of Baltimore Drive between the intersection of Wellesley Street and one hundred twenty feet north of the north line of Wellesley Street.

(8.917) BALTIMORE DRIVE (WESTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the westerly side of Baltimore Drive between one hundred fifty feet south of the south line of Bertro Drive and four hundred seventy feet south of the southline of Bertro Drive.

(8.918) BALTIMORE DRIVE (WESTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the westerly side of Baltimore Drive between two hundred twenty-five feet south of the south line of Wellesley Street and three hundred twenty feet south of the south line of Wellesley Street.

(8.919) BALTIMORE DRIVE (WESTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the westerly side of Baltimore Drive between five hundred seventy feet north of the north curb line of Aztec Drive and six hundred seventy-six feet north of the north curb line of Aztec Drive.

(8.920) BALTIMORE DRIVE (WESTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the westerly side of Baltimore Drive between seven hundred seventy-three feet north of the north curb line of Aztec Drive and one thousand seventy-eight feet north of the north curb line of Aztec Drive.

(8.921) BALTIMORE DRIVE (WEST SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the west side of Baltimore Drive between Parkway Drive and four hundred ten feet north of the north curb line of Parkway Drive.

(8.922) BALTIMORE DRIVE (WESTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the westerly side of Baltimore Drive from the driveway of 5350 Baltimore Drive to fifty-five feet south of such driveway

(9.1) BANCROFT DRIVE (BOTH SIDES): It is unlawful to park or permit to be parked any vehicle at any time on the pavement on either side of Bancroft Drive, from Edgewood Drive southerly to the South City Limits.

(9.11) BANCROFT DRIVE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the easterly side of Bancroft Drive between the Severin Drive/Fuerte Drive intersection and four hundred feet south of the south line of Grossmont Boulevard.

(9.12) BANCROFT DRIVE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the easterly side of Bancroft Drive, between four hundred feet north of the north line of Lemon Avenue to five hundred feet south of the south line of Lemon Avenue.

(9.13) BANCROFT DRIVE (WESTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the westerly side of Bancroft Drive between the Severin Drive/Fuerte Drive intersection and the intersection of Mariposa Street.

(9.14) BANCROFT DRIVE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the pavement on the easterly side of Bancroft Drive between the north line of Edgewood Drive and one hundred forty feet south of the south line of Golondrina Drive.

(9.15) BANCROFT DRIVE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the pavement on the easterly side of Bancroft Drive between one hundred feet north of the north line of Golondrina Drive and the south line of Spice Street.

(9.16) BANCROFT DRIVE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the pavement on the easterly side of Bancroft Drive between one hundred twenty feet north of the north line of Spice Street and five hundred feet south of the south line of Lemon Avenue.

(10) BEVERLY DRIVE (SOUTHWEST SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the southwesterly side of Beverly Drive from the easterly line of Valle Drive to the north line of Lot 7, Block "B" of Windsor Hills according to Map No. 1970.
(11) BEVERLY DRIVE (NORTH SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the northerly side of Beverly Drive for a distance of fifty feet easterly of the easterly line of Summit Drive.
(11.5) CANTERBURY DRIVE (CUL-DE-SAC): It is unlawful to park or permit to be parked any vehicle at any time within the entire cul-de-sac at the end of Canterbury Drive.
(12) CENTER DRIVE (BOTH SIDES): It is unlawful to park or permit to be parked any vehicle at any time on either side of Center Drive from the northeasterly line of Jackson Drive to the southwesterly line of Grossmont Center Drive.
(12.1) CENTER DRIVE (BOTH SIDES): It shall be unlawful to park or permit to be parked any vehicle at any time on either side of Center Drive from the southwesterly line of Jackson Drive to the southerly line of Hercules Street.
(12.2) CENTER DRIVE (BOTH SIDES): It is unlawful for any person to park or permit to be parked any vehicle on either side of Center Drive from Grossmont Center Drive to the east right-of-way line of SR-125.

(13) CHEVY CHASE DRIVE (BOTH SIDES): It is unlawful to park or permit to be parked any vehicle at any time on either side of Chevy Chase Drive from its intersection with Glenira Avenue to its intersection with Springfield Avenue.
(14) CHEVY CHASE DRIVE (SOUTH SIDE): It is unlawful to park or permit to be parked any vehicle on the south side of Chevy Chase Drive from Springfield Avenue to Sunrise Avenue.
(15) CHEVY CHASE DRIVE (SOUTHWEST SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the southwest side of Chevy Chase Drive from Sunrise Avenue to the east line of Boulder Heights.
(15.5) CINNABAR DRIVE (WEST SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the west side of Cinnabar Drive between the southerly line of Normal Avenue and the northerly line of Junior High Drive.
(15.7) COLINA DRIVE (WESTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the westerly side of Colina Drive from the north line of Orchard Avenue to two hundred four feet north of Orchard Avenue.

(15.8) COLINA DRIVE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the easterly side of Colina Drive from two hundred eighty-nine feet north of the north line of Orchard Avenue to the westerly line of Maiden Lane.

(16) COMANCHE DRIVE (WEST SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the west side of Comanche Drive for a distance of one hundred thirty feet northerly of the north line of El Cajon Boulevard.
(16.3) COMMERCIAL STREET (NORTH SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the north side of Commercial Street commencing at a point three hundred twenty-five feet east of Guild Street and continuing westerly for a distance of one hundred twenty-one feet.
(16.60) CONNECTICUT AVENUE (EASTERLY SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the Easterly side of Connecticut Avenue for a distance of three hundred thirty feet (330) Northerly of Lake Murray Boulevard.

(16.7) CONNECTICUT AVENUE (WESTERLY SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the Westerly side of Connecticut Avenue for a distance of four hundred sixty feet (460) Northerly of Wisconsin Avenue.

(16.8) COWLES MOUNTAIN BOULEVARD (WEST SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the west side of Cowles Mountain Boulevard between the southerly curb line of Lake Park Way and sixty feet south of the southerly curb line of Lake Park Way.

(16.9) COWLES MOUNTAIN BOULEVARD (EAST SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the east side of Cowles Mountain Boulevard between the twenty feet northerly of the northerly and twenty feet southerly of the northerly driveway to 5701 Cowles Mountain Boulevard (located approximately five hundred feet north of Lake Park Way).

(16.95) COWLES MOUNTAIN BOULEVARD (WEST SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the west side of Cowles Mountain Boulevard between the twenty feet northerly of the northerly and twenty feet southerly of the northerly driveway to 5700 Cowles Mountain Boulevard (located approximately five hundred feet north of Lake Park Way).

(17) CROWDER LANE (BOTH SIDES): It shall be unlawful to park or permit to be parked any vehicle at any time on either side of Crowder Lane between La Mesa Boulevard and Lemon Avenue.
(18) CULOWEE STREET (NORTH SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the northerly side of Culowee Street easterly from the easterly line of Clearview Way for a distance of three hundred eighty feet.
(19) CULOWEE STREET (SOUTH SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the southerly side of Culowee Street beginning at a point which is one hundred eighty-three feet east of the easterly line of Clearview Way and continuing easterly for a distance of two hundred feet.
(20) CULOWEE STREET (NORTH SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the northerly side of Culowee Street beginning at the easterly line of La Mesa Boulevard and continuing easterly to the westerly line of Clearview Way.
(21.01) DALE AVENUE (WEST SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the west side of Dale Avenue between the northerly line of Normal Avenue and the southerly line of University Avenue.
(22) DALE AVENUE (EAST SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the east side of Dale Avenue between the southerly line of University Avenue and the northerly line of Lot 7, La Mesa Dale, Map No. 1890.
(23) DAILEY COURT (WEST SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the westerly side of Dailey Court southerly from the southerly line of Dailey Road for a distance of thirty feet.
(24) DAILEY ROAD (SOUTH SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the southerly side of Dailey Road northerly from the westerly line of Dailey Court for a distance of thirty feet.
(25) DAILEY ROAD (NORTHEAST SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the northeasterly side of Dailey Road commencing at the southeasterly line of La Mesa Boulevard and continuing southeasterly for a distance of one hundred feet.
(25.6) DALLAS STREET (BOTH SIDES): It is unlawful to park or permit to be parked any vehicle at any time on either side of Dallas Street from the westerly line of Fletcher Parkway to the westerly line of Meadow Crest Drive.

(26) DATE AVENUE (BOTH SIDES): It shall be unlawful to park or permit to be parked any vehicle at any time on either side of Date Avenue from a point one hundred feet southerly from its intersection with Vista Drive to a point three hundred feet easterly of its intersection with Acacia Avenue.
(27) DATE AVENUE (WEST SIDE): Repealed.

(28) DATE AVENUE (EAST SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the east side of Date Avenue for a distance of seventy feet northerly of the north line of Allison Avenue.
(28.1) DATE AVENUE (EASTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the easterly side of Date Avenue between Allison Avenue and Orange Avenue.

(28.5) DATE AVENUE (WESTERLY SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the westerly side of Date Avenue between Allison Avenue and 98 feet to the south.

(30) EL CAJON BOULEVARD (NORTH SIDE): It shall be unlawful to park or permit to be parked any vehicle on the northerly side of El Cajon Boulevard for a distance fifty feet easterly of the intersection of Keeney Street.
(30.52) EL CAJON BOULEVARD (NORTH SIDE): It is unlawful to park or permit to be parked any vehicle at any time on the north side of El Cajon Boulevard between ninety feet east of the intersection of Woodyard Avenue and fifty feet west of the intersection of Woodyard Avenue.

(128) UNIVERSITY AVENUE (SOUTH SIDE): It shall be unlawful to park or permit to be parked any vehicle at any time on the southerly side of University Avenue for a distance of fifty feet westerly from a point which is thirty-five feet westerly of the prolongation of the westerly line of Lowell Street.

12.40.050 - No parking areas—Regulations.¶
No operator of any vehicle shall stop, stand, park or leave standing such vehicle in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or other authorized officer, or traffic sign or signal;
(a) Within any divisional island unless authorized and clearly indicated with appropriate signs or markings.
(b) On either side of any street between the projected property lines of any public walk, public steps, street, or thoroughfare terminating at such street, when such area is indicated by appropriate signs or by red paint upon the curb surface.
(c) In any area where the city traffic engineer determines that the parking or stopping of a vehicle would constitute a traffic hazard or would endanger life or property, when such area is indicated by appropriate signs or by red paint upon the curb surface.
(d) In any area established by resolution of the council as a no parking area, when such area is indicated by appropriate signs or by red paint upon the curb surface.
(e) Upon, along or across any railway track in such manner as to hinder, delay, or obstruct the movement of any car traveling upon such track.
(f) In any area where the parking or stopping of any vehicle would constitute a traffic hazard or would endanger life or property.
(g) On any street or highway where the use of such street or highway or a portion thereof is necessary for the cleaning, repair or construction of the street or highway or the installation of underground utilities or where the use of the street or highway or any portion thereof is authorized for a purpose other than the normal flow of traffic or where the use of the street or highway or any portion thereof is necessary for the movement of equipment, articles or structures of unusual size, and the parking of such vehicle would prohibit or interfere with such use or movement; provided that signs giving notice of such no parking are erected or placed at least twenty-four hours prior to the effective time of such no parking.
(h) At any place within twenty feet of a point on the curb immediately opposite the mid block end of a safety zone, when such place is indicated by appropriate signs or by red paint upon the curb surface.
(i) At any place within twenty feet of a crosswalk at an intersection in the central traffic district, or in any business district when such place is indicated by appropriate signs or by red paint upon the curb surface except that a bus may stop at a designated bus stop.
(j) Within twenty feet of the approach to any traffic signal, boulevard stop sign, or official electronic flashing device.

12.40.060 - Use of streets for storage of vehicles prohibited.¶
No person who owns or has possession, custody or control of any vehicle shall store such vehicle upon any street or alley for more than a consecutive period of seventy-two hours. For purposes of this section, the phrase "store" means leaving a vehicle standing on a street without having been moved more than two hundred feet within a seventy-two consecutive hour period.

12.40.070 - Parking of vehicle for sale on public street.¶
No operator of any vehicle shall park said vehicle upon any public street in this city advertising or displaying it for sale with a single sign larger than nine inches by twelve inches, or with two or more signs of any size.

12.40.080 - Repairing or greasing vehicles on public streets.¶
No person shall construct or cause to be constructed, repair or cause to be repaired, grease or cause to be greased any vehicle or any part thereof upon any public street in this city. Temporary emergency repairs may be made upon a public street.

12.40.090 - Washing or polishing vehicles.¶
No person shall wash or cause to be washed, polish or cause to be polished any vehicle or any part thereof upon any public street in this city when a charge is made for such service.

12.40.100 - Parking adjacent to schools.¶
A. AUTHORITY TO ERECT SIGNS. The city traffic engineer is hereby authorized to erect signs indicating no parking upon that side of any street adjacent to any school property when such parking would, in his opinion, interfere with traffic or create a hazardous situation.
B. COMPLIANCE. When official signs are erected prohibiting parking upon that side of a street adjacent to any school property, no person shall park a vehicle in any such designated place.

12.40.110 - Parking prohibited on narrow streets.¶
A. AUTHORITY TO ERECT SIGNS. The city traffic engineer is hereby authorized to place signs or markings indicating no parking upon any street when the width of the roadway does not exceed twenty feet, or upon one side of a street as indicated by such signs or markings when the width of the roadway does not exceed thirty feet.
B. COMPLIANCE. When official signs or markings prohibiting parking are erected upon narrow streets as authorized herein, no person shall park a vehicle upon any such street in violation of any such sign or marking.

12.40.115 - Vision safety parking zones.¶
(a) Vision safety parking zones, not in excess of one hundred feet from point of intersection of curb lines extended or on narrow streets with curves that create limited sight distance may be established by the traffic committee.
(b) It shall be unlawful for any vehicle, except passenger vehicles (including station wagons) less than five feet in height with windows on all sides that are transparent and unobstructed, to park in an area designated as a safety parking zone.
(c) The City Traffic Committee shall provide for the placement of signs which give notice that: "Passenger vehicles (including station wagons) less than five feet in height with windows on all sides that are transparent and unobstructed may park in the signed areas. All other vehicles are prohibited."

12.40.120 - Parking on grades.¶
No person shall park or leave standing any vehicle unattended on a highway when upon any grade exceeding three percent, within any business or residence district, without blocking the wheels of said vehicle by turning them against the curb or by other means.

12.40.130 - Unlawful parking by peddlers or vendors.¶
A. INVITATION ONLY. Except as otherwise provided in this section no person shall stand or park any vehicle, wagon or pushcart from which goods, wares, merchandise, fruits, vegetables or food stuffs are sold, displayed, solicited or offered for sale or bartered or exchanged, or any lunch wagon or eating car or vehicle, on any portion of any street within this city except that such vehicles, wagons or pushcarts may stand or park only at the request of a bona fide purchaser for a period of time not to exceed ten minutes at any one place. The provisions of this section shall not apply to persons delivering such articles upon order of, or by agreement with a customer from a store or other fixed place of business or distribution.
B. PERMIT FOR FOOD PEDDLING. No person shall park or stand on any street any lunch wagon, eating cart or vehicle, or pushcart from which tamales, peanuts, popcorn, candy or other articles of food are sold or offered for sale without first obtaining a written permit to do so from the city traffic engineer which shall designate the specific location in which such cart shall stand.
C. PERMIT FOR FOR HIRE VEHICLE. No person shall park or stand any vehicle or wagon used or intended to be used in the transportation of property for hire on any street while awaiting patronage for such vehicle or wagon without first obtaining a written permit to do so from the city traffic engineer which shall designate the specific location where such vehicle may stand.
D. VIOLATIONS. Whenever any permit is granted under the provisions of this section and a particular location to park or stand is specified therein, no person shall park or stand any vehicle, wagon, or pushcart on any location other than as designated in such permit. In the event that the holder of any such permit is convicted in any court of competent jurisdiction for violating any of the provisions of this section, such permit shall be forthwith revoked by the city traffic engineer upon the filing of the record of such conviction with such officer and no permit shall thereafter be issued to such person until six months have elapsed from the date of such revocation.

12.40.140 - Emergency parking signs.¶
A. AUTHORITY TO ORDER. Whenever the city traffic engineer shall determine that an emergency traffic congestion is likely to result from the holding of public or private assemblages, gatherings, or functions, or for other reasons, the city traffic engineer shall have power and authority to order temporary signs to be erected or posted indicating that the operation, parking or standing of vehicles is prohibited on such streets and alleys as the city traffic engineer shall direct during the time such temporary signs are in place. Such signs shall remain in place only during the existence of such emergency and the city traffic engineer shall cause such signs to be removed promptly thereafter.
B. COMPLIANCE. When signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, park or stand any vehicle contrary to the directions and provisions of such signs.

12.40.150 - Disabled truck warning devices.¶
Every motor truck having an unladen weight of four thousand pounds or more, and every truck tractor irrespective of weight when operated upon any street or highway during darkness shall be equipped with and carry at least two flares or two red lanterns or two warning lights or reflectors, which reflectors shall be of a type approved by the department of California highway patrol. When any vehicle above mentioned or any trailer or semitrailer is disabled upon streets or highways outside of any business or residence district within this city and upon which street or highway there is insufficient street lighting to reveal a vehicle at a distance of two hundred feet during darkness, a warning signal of the character indicated above shall be immediately placed at a distance of approximately one hundred feet in advance of, and one hundred feet to the rear of, such disabled vehicle by the driver thereof. The continuous flashing of at least four approved class A-Type I turn signal lamps, at least two toward the front and at least two toward the rear of the vehicle, shall be considered to meet the requirements of this section until the devices mentioned above can be placed in the required locations. The warning signals herein mentioned shall be displayed continuously during darkness while such vehicle remains disabled upon such street or highway.
