10.08.010 - Congested district defined.

"Congested district" means the area bounded on the northeast by the northeasterly line of "A" Street, on the northwest by the northwesterly line of Draper Street, on the southwest by the southwesterly line of Front Street, and on the southeast by the southeasterly line of Draper Street.

10.08.020 - Parking—Restriction in general.

Upon those streets, parts of streets, and alleys designated by resolution of the council as being restricted in the parking of vehicles thereon, when signs are in place restricting the parking of vehicles on either or both sides of such street, part of street, or alley, vehicles shall only park thereon in accordance with such signs restricting parking of vehicles.

10.08.030 - Overnight parking prohibited.

No person shall park any vehicle on any streets within the fire limits of the city between the hours of two o'clock a.m. and five o'clock a.m. for more than fifteen (15) minutes.

10.08.040 - Simpson Street parking.

Parking regulations on Simpson Street from Mission Street (formerly Highway 99) in the following locations shall be as follows:

A. On the east side of Simpson Street from Mission Street on the south to the northern most limits of the city, parking shall be restricted to two hours.

B. On the west side of Simpson Street, between Laurel Street and Mission Street, there shall be diagonal parking only, except for eight hundred (800) feet between Sierra Street and Frontage Road, where there shall be no parking.

Said areas shall be properly striped or posted as required.

10.08.050 - Parking trucks and trailers.

No person shall park a truck or truck tractor and/or trailer having a gross minimum weight in excess of three gross tons on the side of any street or alley whose immediately adjacent private property has other than commercial, manufacturing, or both types of usage, except for the purpose of loading or unloading of merchandise or materials, nor shall any person park such truck or truck tractor and/or trailer between the hours of two o'clock a.m. and six o'clock a.m. of any day on the side of any street or alley whose immediately adjacent private property has commercial, manufacturing, or both types of usage. This section shall not apply to any utility vehicle accorded exemption by Section 22512 of the Vehicle Code of the State of California.

10.08.060 - Two-hour limit.

No person shall park or stand any vehicle for more than two hours, at any one time, between the hours of nine o'clock a.m. and six o'clock p.m. of any day, except Sundays or holidays, or for any period of time between the hours of four o'clock a.m. and six o'clock a.m. of any day, upon any of the streets, or portions of streets set forth in the following locations:

A. Draper Street, both sides, from California Street to Lincoln Street.

B. Lincoln Street, west side, from Draper Street to two hundred (200) feet north of Draper Street.

C. Marion Street, eastside, from Draper Street to Lewis Street; and both sides, from Draper Street to two hundred (200) feet north of Draper Street.

D. Smith Street, both sides, from Draper Street to two hundred (200) feet north and south of Draper Street.

10.08.070 - Angle parking.

A. No person shall park or stand any vehicle within the congested district except at an approximate twenty-five (25) degrees diagonal to the curb on the right of such vehicle, except as provided in subsections (B) or (C).

B. Upon all streets where the distance between curbs is over forty (40) feet, no person shall park or stand any vehicle except at an approximate forty-five (45) degrees diagonal to the curb on the right of such vehicle, except that in residential districts, where there is no congestion of vehicles, parallel parking shall also be permitted, and except as provided in subsection (C).

C. Upon Draper Street, between the east line of California Street and a point six feet west of the west line of Washington Street, no person shall park or stand any vehicle except diagonal to the curb in conformance with markings or signs therefor. The superintendent of streets shall indicate diagonal parking by placing white lines upon the surface of the roadway of said portion of Draper Street indicating the angle at which parking is required.

D. Notwithstanding subsections (A), (B), and (C), parallel parking shall be required upon California Street opposite the Southern Pacific Depot; Lincoln Street, from Lewis Street to Sierra Street; and Washington Avenue from Eighteenth Street to Sierra Street.

10.08.080 - Parking for certain purposes prohibited.

A. No person shall park or display a vehicle, vessel or other personal property:

  1. Upon a public or private street, or public or private real property for the purpose of displaying such vehicle, vessel or other personal property for sale, hire or rental unless the real property is zoned for the transaction of such business and the vendor is duly licensed for said business.

  2. Upon any street, alley or roadway for the purpose of painting, greasing or repairing said vehicle, vessel or other personal property except repairs necessitated by an emergency.

  3. Upon any street, alley or roadway for the purpose of washing, waxing or polishing same and when a charge is made for such services.

B. Subsection (A)(1) above shall not prohibit persons from parking said items on private residential property belonging to the owner of said items nor parking on the public street immediately adjacent to said owner's private residential property.

C. "Vehicle" shall mean the same as defined in California Vehicle Code, Section 670.

D. "Vessel" shall mean the same as defined in California Vehicle Code, Section 9840(a).

E. "Personal property" is defined elsewhere in this code.

F. The placing of any vehicle, vessel or other personal property with a sign or other advertising device thereon or proximate thereto, indicating same is for sale, hire or rental, shall constitute prima facie evidence that same was parked or placed there for the purpose of displaying same for sale, hire or rental.

G. A violation of this section shall constitute an infraction.

10.08.090 - Parking by permit only.

A. Between the hours of eight o'clock a.m. and four o'clock p.m. on any day that Kingsburg High School is in session, (including summer school session), no person shall park or stand any vehicle along:

  1. The south side of Sierra Street between 18th Avenue and 21st Avenue;

  2. 19th Avenue between Sierra Street and Riverside Street;

  3. 20th Avenue between Sierra Street and Riverside Street; and

  4. The north side of Tulare Street between 16th Avenue and 18th Avenue (collectively "permit parking zone"), without the required permit displayed on the left side of the vehicle's rear bumper.

B. Except that, a person residing upon real property located adjacent to that portion of a street or avenue located within the permit parking zone ("affected property") may request from the Kingsburg police department:

  1. A maximum of two permanent parking permits allowing the parking of two vehicles, owned by residents of affected property, within the permit parking zone during the hours identified in subsection A of this section; and

  2. A maximum of two temporary visitor parking permits per day, allowing visitors of the residents of affected property to park within the permit parking zone during the hours identified in subsection A of this section. The visitor parking permits must be displayed on the left side of the front dashboard of the visitor's vehicle.

C. A violation of this section shall constitute an infraction.
