10.04.010 - One-way streets.¶
Upon those streets, and parts of streets, and alleys designated by resolution of the council, vehicular traffic shall move only in the indicated direction when signs indicating the direction of traffic are erected and maintained at every intersection where movement in the opposite direction is prohibited.

10.04.020 - One-way streets—Parking.¶
Upon those streets, parts of streets, and alleys designated by resolution of the council as one-way streets and alleys, and when signs are in place giving notice of the direction of travel thereon, vehicles parked on those streets and alleys must park facing in the direction of traffic movement.

10.04.030 - Truck routes.¶
A. Whenever any provision of this chapter designates any street, or portion thereof, as a "truck route", the chief of police is hereby authorized to designate such street or streets by appropriate signs as "Truck Routes" for the movements of vehicles exceeding a maximum gross weight limit of three tons.
B. When any such truck route or routes are established and designated by appropriate signs, the operator of any vehicle exceeding a maximum gross weight limit of three tons shall drive on such route or routes and none other, except when necessary to traverse another street or streets to destinations for the purpose of loading or unloading, but then only by such deviation from the nearest truck route as is reasonably necessary. The provisions of this section shall not apply to passenger buses under the jurisdiction of the public utilities commission.

10.04.040 - Truck routes—Designated.¶
The following streets are hereby declared truck routes:
A. Sierra Street for the entire city limit.
B. Simpson Street for the entire city limit.

10.04.050 - Erection of stop signs.¶
Whenever any provision of this chapter, or any ordinance or resolution of this city, designates and describes any street or portion thereof as a through street, or designates that stop signs shall be placed at an intersection or rail crossing, the Superintendent of Streets shall place and maintain stop signs as provided in the Vehicle Code of the state, and no such regulations shall be effective until such signs are in place.

10.04.060 - Erection of yield signs.¶
Whenever any provision of this chapter, or any ordinance or resolution of this city, designates that yield right-of-way signs shall be placed at one or more approaches or intersections of streets and highways, the Superintendent of Streets shall erect and maintain yield right-of-way signs in the manner as provided in the Vehicle Code of the state, and no such regulations shall be effective until such signs are in place.

10.04.070 - Compliance.¶
When stop signs or yield right-of-way signs are erected as herein provided, every driver of a vehicle shall stop or yield the right-of-way, as the case may be, as required by the Vehicle Code of the state.

10.04.080 - Funeral processions.¶
No person shall obstruct the free and uninterrupted passage in, upon, along or through any street of any funeral cortege or procession, nor obstruct, impede or prevent the passage of any person or persons attending the conveyance of the body of the deceased to a place for holding services thereover, or to a place of interment.

10.04.090 - Crosswalks—Pedestrian crossings.¶
No pedestrian shall cross a street at other than a crosswalk.

10.04.100 - Prima facie speed limits specified.¶
A. Pursuant to California Vehicle Code §§ 22357 and 22358 and based upon engineering and traffic surveys conducted, there are hereby established specified prima facie speed limits on certain streets within the city, provided same are adequately posted.
B. Such speed limits and designated streets shall be as set forth by resolution.

10.04.110 - Vehicles on private property.¶
No person shall operate, drive or park any motor vehicle in, over or upon private property without the express permission of the owner thereof.

10.04.120 - When vehicles may be removed from street.¶
Any regularly employed and salaried officer of the police department of this city may remove or cause to be removed:
A. Any vehicle that has been parked or left standing upon a street, highway or alley for seventy-two (72) or more consecutive hours.
B. Any vehicle which is parked or left standing upon a street or highway between the hours of seven o'clock a.m. and seven o'clock p.m. when such parking or standing is prohibited by ordinance or resolution of this city and signs are posted giving notice of such removal.
C. Any vehicle which is parked or left standing upon a street or highway when the use of such street or highway, or portion thereof, is necessary for the cleaning, repair or construction of the street or highway, or for the installation of underground utilities; or where the use of the street or highway, or any portion thereof, is authorized for a purpose other than the normal flow of traffic; or when the use of the street or highway, or any portion thereof, is necessary for the removal of equipment, articles or structures of unusual size, and the parking of such vehicle would prohibit or interfere with such use or movement, provided that signs giving notice that such vehicle may be removed, are erected or placed at least twenty-four (24) hours prior to removal.

10.04.130 - Curb markings to indicate no stopping and parking regulations.¶
The provisions of these parking regulations shall apply to public and private off-street as well as public streets, provided that the owner of such public or private property consents in writing thereto and, provided further, that the property is posted indicating their applicability, with the owner paying the cost of such markings and posting.
The chief of police is hereby authorized, subject to the provisions and limitations of this chapter, to place the following curb or parking stall markings to indicate parking or standing regulations, and such markings shall have the meanings as set forth herein:
A. Red shall mean no stopping, standing or parking at any time except as permitted by the Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone;
B. Yellow shall mean no stopping, standing or parking at any time except Sundays and holidays for any purpose other than the loading or unloading of passengers or materials; provided, that the loading or unloading of passengers shall not consume more than three minutes nor the loading or unloading of materials more than thirty (30) minutes, unless the materials loaded or unloaded exceed two and one-half tons, in which event twelve (12) minutes shall be allowed for the loading and unloading of each ton of materials; and provided further, that for the purpose of conducting funeral services, a hearse accompanied by a maximum of three passenger vehicles may occupy a yellow zone for a period not to exceed two hours. These regulations shall apply between seven o'clock a.m. and six o'clock p.m.
C. White shall mean no stopping, standing or parking for any purpose other than loading or unloading of passengers which shall not exceed three minutes, and such restrictions shall apply between seven o'clock a.m. and six o'clock p.m. of any day except Sundays and holidays;
D. Green shall mean no standing or parking for longer than twenty-four (24) minutes at any time between nine o'clock a.m. and six o'clock p.m. of any day except Sundays and holidays;
E. Blue shall mean parking in the area designated is restricted to disabled persons, as defined in California Vehicle Code, Section 22511.5:
Said handicapped parking restrictions shall apply to all public property within the city, provided the provisions of California Vehicle Code Section 22507.8(b) are complied with;
Such handicapped parking restrictions shall apply to private property, provided the provisions of California Vehicle Code Section 22511.8 are complied with;
Any vehicle parked in violation of these handicapped parking restrictions may be towed away pursuant to California Vehicle Code Section 22511.8.

10.04.140 - Use of streets and alleys for storage of vehicles.¶
Subject to ordinances and resolutions of the city providing for no parking or more restrictive parking of vehicles on public streets and alleys, in which event such more restrictive ordinance or resolution shall apply, no person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any public street or alley in the city for more than a consecutive period of seventy-two (72) hours.

10.04.150 - Operation of vehicles near certain institutions or residential areas—"Residential area" defined.¶
It is unlawful for any person to ride or operate any vehicle of any type on any private property or unoccupied public property within one-quarter of a mile of any school, hospital, convalescent home or residential area, as herein defined, except upon a regularly established private road, driveway or parking lot appurtenant to a structure on that property. A "residential area," within the meaning of this section, means any one-quarter mile in depth abutting a public or private road and one-quarter mile in length measured along such road, and which contains any apartment house, condominium, multiple-unit dwelling structure, or four or more residences of any kind or combination.

10.04.160 - Shrubbery obstructing visibility at intersections.¶
Whenever the chief of police finds that any hedge, shrubbery or tree growing at or near a roadside obstructs the view at any intersection, or any traffic upon the streets approaching such intersection, he/she shall cause the hedge, shrubbery or trees to be immediately trimmed and, if need be, removed.

10.04.170 - Obstructions—Restrictions in general.¶
No person shall place, or cause to be placed, any obstruction, or allow any obstruction so placed to remain upon any street, as defined by this code, and which definition includes but is not limited to, sidewalks, or any alley or easement within the city, or obstruct the free passage of persons over any part of any such street, alley or easement; provided, that this section shall not prohibit any acts authorized by this code relating to the construction of any awnings or buildings, nor prohibit the erection of telegraph, telephone or electric facilities otherwise authorized by law, and this section shall not apply to goods in actual course of delivery, receipt or removal with reasonable dispatch for a time not longer than two hours, nor to shade trees, nor to permanently existing cellar or basement ways or barriers surrounding them, constructed under permits heretofore or hereafter granted nor the erection of any such which complies with this code as now existing or as hereafter amended, and for which a permit has been issued. This section shall not apply to obstructions placed and maintained under an encroachment permit issued by the city.

10.04.180 - U-Turns prohibited.¶
In addition to the restrictions on u-turns contained in the Vehicle Code of the State of California, on those, parts of streets and intersections designated by resolution of the city council prohibiting the u-turns of vehicles and when signs are erected to indicate no such u-turn, no vehicle shall make a u-turn in violation thereof.
