§ 7.22.010. Agent responsibility.

(a) Except for merchandise displayed for sale or lease in a commercial or industrial zone, it shall be the responsibility of the owner, agent or person in control of any lot, piece or parcel of land in the city to screen from view all items stored outdoors as set forth in this section, except that in a residential zone, firewood, lawn and patio furniture, and children’s outdoor play equipment, such as swings, teeter-totters, and similar items, may be kept outdoors unscreened. In residential zones, items such as furniture, household appliances and equipment, plumbing fixtures, including sinks and bathtubs, and rugs, beds, mattresses and similar items may not be kept outdoors unless screened from view.

(b) Except for building materials such as lumber, bricks, concrete and cinder blocks, cement bags and sand displayed for sale in a permitted zone, building materials may be kept outside unscreened only when these items are in actual use during construction for which a city building permit has been issued. For purposes of this section the term “screened from view” shall mean that items are stored or placed behind a solid six foot high fence, or slatted chain link fence, or hedge, where such fence or hedge is otherwise permitted by zoning or building codes.
