Sec. 12.20.010. - Findings.

On the basis of engineering and traffic surveys, the City Council of the City of Jurupa Valley determines that the prima facie limit applicable under the California Vehicle Code is more than reasonable or safe upon the portions of the city streets of the City of Jurupa Valley hereinafter described, as to which the prima facie speed limit is herein fixed at a lower rate. On the basis of engineering and traffic surveys, such Council determines that a speed greater than the prima facie limit of twenty-five (25) miles per hour applicable under the California Vehicle Code would facilitate the orderly movement of vehicular traffic and would be reasonable and safe upon the portions of the city streets of the City of Jurupa Valley hereinafter described, as to which the prima facie speed limit is herein fixed at a higher rate. The Council finds that the prima facie speed limits hereinafter set forth are most appropriate to facilitate the orderly movement of traffic and are reasonable and safe, as to the respective portions of city streets described, and the Council determines and declares that the prima facie speed limits on such portions of city streets are respectively as hereinafter set forth.

Sec. 12.20.020. - Applicability.

The prima facie speed limits established by this chapter shall be effective when appropriate signs giving notice thereof are erected on such highways, and it shall be the duty of the Public Works Director to erect and maintain such signs provided, however, that this chapter shall not be effective as to any designated portion of a city street, any part of the roadway of which lies outside of the city limits, unless and until that jurisdiction shall have approved the same by adopting and placing in effect an ordinance fixing prima facie speed limits applicable to the portion of such street or highway within such jurisdiction which shall be identical with the prima facie speed limits applicable under this chapter to the portion of such roadway which is outside the city limit, but this provision shall not apply to any street or highway having separate roadways within different jurisdictions. This chapter is adopted pursuant to, and subject to the limitations and exceptions of, California Vehicle Code Sections 21 and 22357 to 22359, inclusive.

Sec. 12.20.030. - Reduced speed zones for detour routes.

Whenever a portion of a highway is being used or is about to be used as a detour route under a reconstruction project of a highway and the Public Works Director determines that the existing speed limit upon such street or highway is more than reasonable and safe because of increased vehicular traffic and a reduced speed zone is warranted and necessary, he or she may temporarily fix such appropriate lower rate as provided in Section 22358 of the California Vehicle Code which will facilitate the orderly movement of traffic and will be reasonable and safe upon that portion of the highway for the period the highway is used as a detour route. Thereupon the prima facie speed limit so fixed shall be effective during the period appropriate signs are erected and maintained along that portion of the highway by the Public Works Director.

Sec. 12.20.040. - Twenty-five (25) miles per hour.

The prima facie speed limit is twenty-five (25) miles per hour:

(1) On Avenue Juan Bautista between Limonite Avenue and Avenue De Palma, a total distance of approximately 0.40 miles;

(2) On Holmes Avenue between William Avenue and Etiwanda Avenue, a total distance of approximately 0.40 miles;

(3) On Nino Way between the centerline of Wineville Road and the centerline of Madalena Drive, a total distance of approximately 0.38 miles;

(4) On Madalena Drive between the centerline of Nino Way and the centerline of Cantu-Galleano Ranch Road, a total distance of approximately 0.22 miles;

(5) On 58th Street between Lucretia Avenue and Etiwanda Avenue, for a total distance of approximately 0.59 miles;

(6) On 58th Street between Etiwanda Avenue and Bain Street, for a total distance of approximately 1.00 mile;

(7) On 58th Street between the Ash Street and Cedar Street, for a total distance of approximately 0.45 miles;

(8) On Agate Street between Galena Street and Mission Boulevard, for a total distance of approximately 0.50 miles;

(9) On 54th Street between Etiwanda Avenue and Bain Street, Serendipity Road and Steve Street, and Beach Street and Felspar Street, for a total distance of approximately 1.81 miles;

(10) On Lucretia Avenue between Limonite Avenue and Etiwanda Avenue, for a total distance of approximately 1.31 miles.

The prima facie speed limit is thirty (30) miles per hour: On 42nd Street and Tilton Avenue between Riverview Drive and Twining Street, a total distance of approximately 0.83 mile.

Sec. 12.20.060. - Thirty-five (35) miles per hour.

The prima facie speed limit is thirty-five (35) miles per hour:

(1) On Beach Street between Limonite Avenue and Jurupa Road, a total distance of approximately 1.32 miles;

(2) On Opal Street between 45th Street and Mission Boulevard, a total distance of 0.83 miles;

(3) On Golden West Avenue between 45th Street and Mission Boulevard, a total distance of approximately 1.03 miles;

(4) On Avalon Street between Mission Boulevard and a point three hundred (300) feet north of Raye Street, for a total distance of approximately 0.5 miles;

(5) On Pacific Avenue between Limonite Avenue and Canal Street, for a total distance of approximately 1.4 miles;

(6) On Crestmore Road between Capary Road and Mission Boulevard, a total distance of approximately 0.25 mile;

(7) On Tyrolite Street between Bray Court and Jurupa Road, a total distance of approximately 0.3 mile;

(8) On Avon Street between Bellegrave Boulevard and Ben Nevis Boulevard, a total distance of approximately 0.31 miles;

(9) On Mission Boulevard between Kenneth Street and Pedley Road, a total distance of approximately 0.6 mile, in the Glen Avon area;

(10) On Valley Way between Jurupa Road and State Highway 60, a total distance of approximately 0.5 miles;

(11) On Agate Street between Jurupa Road and 54th Street, a total distance of approximately 0.72 miles;

(12) On Etiwanda Avenue between Limonite Avenue and Holmes Avenue, a total distance of 775 feet.

The prima facie speed limit is forty (40) miles per hour:

(1) On Holmes Avenue between William Avenue and 68th Street/Wineville Avenue, a total distance of approximately 0.8 mile;

(2) On Union Street between Bellegrave Avenue and Bain Street, a total distance of approximately 0.56 miles;

(3) On Camino Real between Limonite Avenue and Mission Boulevard, a total distance of approximately 2.43 miles;

(4) On Felspar Street between Limonite Avenue and a point approximately 225 feet northeast of 51st Street, a total distance of approximately 1.37 miles;

(5) On Jurupa Road between Bellegrave Avenue and Pyrite Street, a total distance of approximately 4.4 miles, and between Valley Way and Mission Boulevard, a total distance of approximately 0.4 miles;

(6) On Riverview Drive between Peralta Place and Limonite Avenue, a total distance of approximately 1.76 miles;

Sec. 12.20.090. - Fifty (50) miles per hour.

The prima facie speed limit is fifty (50) miles per hour:

(1) On Bellegrave Avenue between Wineville Avenue and Van Buren Boulevard, a total distance of approximately 2.36 miles;

(2) On Rubidoux Boulevard between 28th Street and the county limit boundary of the County of San Bernardino, a total distance of approximately 2.0 miles;

(3) On Wineville Road between Cantu-Galleano Ranch Road and East Mission Boulevard, a total distance of approximately 1.42 mile;

(4) On Limonite Avenue from Wineville Avenue to Beach Street, for a total distance of approximately 2.17 miles, and from Camino Real to a point approximately 500 feet west of Pacific Avenue, for a total distance of approximately 1.75 miles;

(5) On Galena Street between Rutile Street and Felspar Street, a total distance of approximately 0.75 miles;

(6) On Granite Hill Drive between Country Village Road and Campbell Street, for a total distance of approximately 0.8 miles;

(7) On Granite Hill Drive between Pedley Road and Soto Avenue, for a total distance of approximately 1.7 miles.

Sec. 12.20.100. - Fifty-five (55) miles per hour.

The prima facie speed limit is fifty-five (55) miles per hour:

(1) On Sierra Avenue between the centerline of Armstrong Road and the City of Fontana city limit, a total distance of approximately 1.10 miles;

(2) On Van Buren Boulevard between the City of Riverside city limit to State Route 60, a total distance of approximately 5.50 miles;

(3) On East Mission Boulevard between State Route 60 and the City of Eastvale city limit, a total distance of approximately 2.0 miles;

(4) On Etiwanda Avenue between Philadelphia Avenue and Cantu-Galleano Ranch Road/Galena Street, for a total distance of approximately 2.0 miles;

(5) On Bellegrave Avenue between the City of Eastvale city limit and Wineville Avenue, a total distance of approximately 0.53 miles;

(6) On Armstrong Road between Sierra Way and the City of Fontana city limit, for a total distance of approximately 1.02 miles.

Sec. 12.20.120. - Speed limits on city-maintained unpaved roads.

A. Findings. According to California Vehicle Code (CVC) Section 22365 "Prima Facie Speed Limit: South Coast Air Quality Management District: Local Ordinances" notwithstanding any other provision of law, any city, which is contained, in whole or in part, within the South Coast Air Quality Management District (SCAQMD), may, if the city determines that it is necessary to achieve or maintain state or federal ambient air quality standards for particulate matter, determine and declare by ordinance a prima facie speed limit that is lower than that which the city is otherwise permitted by the CVC to establish, for any unpaved road under the jurisdiction of the city within the SCAQMD.

B. Applicability. The prima facie speed limit established by this chapter shall be effective when appropriate signs giving notice thereof are erected on such unpaved road and it shall be the duty of the Public Works Director to erect and maintain such signs.

C. Appropriate speed limits. For the purpose of CVC Section 22365, the designated speed limits shall be either fifteen (15) miles per hour (mph), or twenty (20) miles per hour, or twenty-five (25) miles per hour. The selected speed limit for a segment of unpaved road shall be recommended by the Public Works Director based on an engineering study.

D. Fifteen (15) miles per hour. The prima facie speed limit is fifteen (15) miles per hour: None at this time.

E. Twenty (20) miles per hour. The prima facie speed limit is twenty (20) miles per hour: None at this time.

F. Twenty-five (25) miles per hour. The prima facie speed limit is twenty-five (25) miles per hour: None at this time.
