8.12.010 - Prohibition against¶
Digging holes, trenches, ditches, or making openings or excavations of any kind for any purpose in any street, highway, alley,or other public place in the city by any person, firm, or corporation is prohibited, except on application to and permit granted by the city superintendent of streets, who shall have authority to prescribe how much work shall be done, how the holes, trenches, ditches, and openings shall be filled or back filled, when said work may be commenced and finished, and in the event that same is not finished or completed within a reasonable time, the city superintendent of streets shall have the authority after ten days' written notice, to complete such work at the expense of the person, firm, or corporation responsible.

8.12.020 - Permit¶
A permit charge of $10.00 to the property owner for connecting to a city sewer line shall be paid by said property owner when such owner or someone or firm on his behalf digs to sewer and furnishes the pipe; subject, however, to such conditions as may now be in effect under any other city ordinance or ordinances. It is specifically understood that this permit fee shall in no way relieve the property owner or the person or firm acting in his behalf from the provisions of §§ 8.12.010 and 8.12.030.

8.12.030 - Penalty¶
Any person who shall violate the provisions of this chapter shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not exceeding $500.00 or be confined in the county jail for a period not exceeding six months, or suffer both such fine and imprisonment.
