2.30.010 - Created¶
There is created a medicinal cannabis oversight commission for the city which shall consist of five members who shall not be city workers, but who shall be residents of the city. The commission shall be composed of: (1) Two council members; (2) one planning commission member, and;(3) two citizens.

2.30.020 - Appointments—Vacancies—Terms of office¶
A. City council shall appoint the members of the commission. Appointments will be made at the first regular city council meeting in January following city council elections and shall be effective the first day of February. All appointments shall require an affirmative vote of a majority of all members of the city council.
B. Vacancies shall be filled in accordance with section 2.30.040.
C. The term of a commissioner is four years unless the commissioner is filling a seat which was vacated midterm in which case, the term of the new appointment shall be for the unfilled portion of the original four-year term. At the end of a term of office, a commissioner may be reappointed to another term, again subject to a majority vote. A commissioner automatically vacates a commission seat on the last day of January, four years after appointment.

2.30.030 - Removal from office¶
Any commissioner may be removed at any time by a majority vote of all of the members of the city council.

2.30.040 - Vacancies¶
If a commissioner vacates a commission seat for any reason prior to the end of a term, the city council will appoint a new commissioner within 30 days of the vacancy. The new appointment is subject to confirmation by a majority vote of all members of the city council.

2.30.050 - Powers, duties and functions¶
A. The commission shall be advisory only, and shall report directly to the city council. It shall have no independent discretion to approve or disapprove any action. Nor shall it engage in any activity unless requested by the city manager or council.
B. The commission shall be available to make recommendations on any issues the city manager or city council directs. The city council may require the commission to conduct studies, surveys or interviews; develop plans or proposals; or commission studies, plans or proposals, in connection with current and/or future issues involving the growing and selling of medicinal marijuana.
C. The commission shall perform such other duties and functions as may be designated by city council.

2.30.060 - Chair—Rules—Records and meetings¶
The commission annually shall elect a chairperson and a vice chairperson from among its members, shall adopt rules for the transaction of business, shall keep a public record of its resolutions, transactions, findings and determinations, shall keep minutes and shall hold at least one regular meeting each month.
