2.28.010 - Establishment¶
There is hereby created a planning commission in the city ("commission").

2.28.020 - Powers and functions.¶
The powers and functions of the commission shall be as follows:
A. To hold hearings and issue recommendations on all zoning matters;
B. To conduct such other hearings as are provided by law and in accordance with its own rules and regulations;
C. To report its decisions and recommendations in writing to the city council;
D. To recommend the adoption or amendment of the general plan governing land use and development by the city;
E. To recommend the adoption or amendment of any specific plans governing land use and development in certain areas within the city limits or within the city's sphere of influence;
F. To recommend to the council the adoption of any ordinances, resolutions, agreements, or programs concerning planning matters;
G. To exercise any other powers and to fulfill any other duties assigned to the commission by the laws of the state and the ordinances of the city, including but not limited to California Government Code sections 65100 et seq. and Isleton City Ordinance No. 396.

2.28.030 - Members¶
The planning commission shall consist of five members ("commissioners").

2.28.040 - Qualifications¶
The minimum requirements for appointment and serving on the planning commission shall be as follows:
A. All commissioners must be at least 18 years of age;
B. Four commissioners must be residents of the city; and
C. One business owner that lives outside of the city limits.

2.28.050 - Appointment¶
Commissioners shall be appointed by a resolution of the city council. Once appointed, the council may remove a commissioner before completion of the commissioner's term of office only pursuant to the provisions of section 2.28.080.
Upon enactment of this chapter, each existing commissioner who is qualified to serve under the provisions of section 2.28.040 is appointed to serve the remainder of his or her term of office, as calculated from the date of the commissioner's last appointment.

2.28.060 - Term of office¶
The term of office of the members shall be four years. Following expiration of a commissioner's term, the city council may at its discretion re-appoint the commissioner or appoint another person to replace the commissioner whose term has expired.
If a commissioner's term of office expires and the council has neither re-appointed the commissioner nor appointed a replacement, the commissioner continues to serve on the commission at the pleasure of the council until such time that the council re-appoints the commissioner or appoints a replacement.

2.28.070 - Officers¶
The planning commission shall elect its chairman and vice chairman from among its members and shall appoint a Secretary who need not be a member of the commission. The terms of office of the chairman and vice chairman shall be one year and until their successors are elected. The secretary shall serve at the pleasure of the commission.

2.28.080 - Removal¶
The city council may remove from office any commissioner, regardless of whether that commissioner's term of office has expired, for any of the following reasons:
A. The commissioner is absent from three consecutive meetings of the commission; or six meetings in a calendar year.
B. The commissioner no longer meets the qualifications mandated by section 2.28.040 of this chapter;
C. The commissioner has, in the opinion of the council as expressed in a resolution adopted by a four-fifths supermajority, so grossly neglected his or her duties that the public interest requires the commissioner's removal.
