2.24.010 - Office created; function¶
In order to facilitate the uniform processing and development of all fiscal and budgetary functions of the city not performed by the city treasurer, there is hereby created the office of finance director for the city. The appointment or removal of the finance director shall be made by the city council. The finance director shall be an at-will employee of the city.

2.24.020 - Duties¶
The finance director shall be charged with all of the financing, accounting and auditing duties of the city, and shall be subject to all of the powers granted and imposed upon the city clerk by the provisions of article I, chapter 4, part 2, division 3, title IV of the Government Code of the State of California, and sections 40802 , 40803, 40804 and 40805 of said Government Code. In addition, the finance director shall be responsible, under the general supervision of the city clerk, for the day-to-day supervision of all administrative duties as may be provided by resolution of the city council. The finance director shall perform such other fiscal and administrative duties as may be provided by resolution of the city council.

2.24.030 - Transfer of duties from city clerk¶
In accordance with Section 40805.5 of the Government Code of the State of California, all of the financing, accounting and auditing duties imposed upon the City Clerk under Sections 40802 through 40805 of said Government Code are transferred to the Finance Director and the City Clerk is hereby relieved of said duties.

2.24.040 - Faithful performance bond¶
The finance director shall furnish to the city a corporate surety bond to be approved by the city council in such sum as established by resolution of the city council following the recommendation of the city attorney, which bond shall be conditioned upon the faithful performance of the duties imposed on the finance director as prescribed by law or ordinance. The bond premium shall be paid by the city.

2.24.050 - Compensation¶
The salary and other compensation paid to the Finance Director shall be fixed by resolution of the City Council. If a current employee of the City is appointed to said position by the City Council, the salary of that employee on the date of appointment shall remain in effect until revised by resolution of the City Council.

2.24.060 - Absence or disability.¶
Should the finance director by absent from work or disabled, the city clerk, with prior approval of the city council by resolution may designate a temporary acting finance director. Alternatively, the city council by resolution may designate the city clerk to act as the temporary finance director under such circumstances.
