Sec. 6-3-901. - Created.

There is hereby created and established a Transportation Commission in and for the City.

Sec. 6-3-902. - Composition.

The Transportation Commission shall be comprised of the same number of members as there are members of the City Council. All Commission members shall be residents of the City.

Sec. 6-3-903. - Appointment.

Each member of the City Council shall appoint one member to the Transportation Commission, who shall serve at the pleasure of the member of the City Council who appointed such commissioner, subject to Code Section 1-4-203.

Sec. 6-3-904. - Compensation.

Each member of the Transportation Commission shall receive compensation as defined by separate resolution of the City Council.

Sec. 6-3-905. - Secretary.

The Secretary of the Transportation Commission shall be the Manager of Transportation or such other person as may be designated by the City Council.

Sec. 6-3-906. - Meetings and procedures.

(a) The Transportation Commission shall meet regularly twice per month, on a day and place to be fixed by the City Council, and shall hold such other meetings as from time-to-time as called in the manner and form required by law, including the provisions of Division 15 of Title 1.

(b) The meetings and procedures of the Transportation Commission shall be subject to and governed by the rules and regulations for commissions and committees set forth in Chapter 2 of Division 4 of Title 1 of the Code, as well as any bylaws which are approved by the City Council.

Sec. 6-3-907. - Powers and duties.

A. The Transportation Commission shall have the following powers and duties as provided by law:

  1. Review and approval of development traffic impact studies and make recommendations to the Planning Commission regarding the same;

  2. Make recommendations to the City Council for potential expansion of the City's iShuttle program;

  3. Review and monitor traffic and transportation capital projects, including IBC and NITM Transportation Fee projects;

  4. Make recommendations to the City Council regarding traffic and transportation capital projects as part of the budget and carryover processes;

  5. Review and provide input to the Planning Commission on the update of the Circulation Element of the City's General Plan;

  6. Evaluate active transportation initiatives promoting walking and bicycling as alternative transportation modes and make recommendations to City Council;

  7. Review traffic safety programs and initiatives and provide input and make recommendations to the City Council;

  8. Upon request, provide advice to and support for the City's representatives to regional transportation boards and authorities, and serve as a public forum for discussion and consideration of matters such representatives may refer to the Commission;

  9. Provide guidance on prioritizing projects for internal and external funding opportunities for traffic, transit, transportation and alternative transportation modes prior to City Council consideration; and

  10. Advise on any other areas of oversight as deemed appropriate from time to time by the City Council.

B. Recommendations and decisions made by the Transportation Commission are not subject to any administrative appeal, except as otherwise provided by law.
