Sec. 6-2.5-101. - Office established.¶
The Office of the Director of Project Delivery & Sustainability of the City of Irvine is hereby created and established. The Director of Project Delivery & Sustainability shall be appointed by the City Manager in accordance with Section 1-3-204.

Sec. 6-2.5-102. - Eligibility.¶
No member of the City Council shall be eligible for appointment as Director of Project Delivery & Sustainability until one year has elapsed after such Council member shall have ceased to be a member of the City Council.

Sec. 6-2.5-103. - Compensation.¶
The Director of Project Delivery & Sustainability shall be compensated within the range prescribed by the annual salary resolution. Other compensation components shall be determined by the City Council upon recommendation by the City Manager.

Sec. 6-2.5-104. - Powers and duties.¶
A. The Director of Project Delivery & Sustainability shall be the administrative head of the project delivery and sustainability function under the direction and control of the City Manager. The Director of Project Delivery & Sustainability's powers and duties may be transferred, modified, exchanged or rearranged at any time as determined necessary by the City Manager.
B. Such duties shall include, but not be limited to, planning, organizing and directing work in the construction, inspection and maintenance of public works, including streets and street improvements, sidewalks, sewer systems, drainage structures, public buildings and parks; supervising building permit issuance and inspection services; inspection of nonpublic facilities for conformance to appropriate codes; evaluating the need for and developing plans and schedules for long-range public works programs; supervising and conducting field inspection of contracted construction work; compiling estimates and contracting provisions and specifications; conferring and consulting with the City Manager, various public groups and commissions on proposed projects and improvements; consulting on the construction, repair and maintenance of City streets, sewers, drainage structures and related public works; consulting in the cultivating, planting and transplanting of trees, shrubs and flowers, and maintaining park areas; observing the conditions of parks and equipment and outlining work needed to be done; recommending changes in policy to the City Manager; supervising the maintenance of files and records of projects and departmental activities; preparing and presenting various regular and special reports.

Sec. 6-2.5-105. - Internal relations.¶
The Director of Project Delivery & Sustainability or his or her designated representative shall attend all City Council meetings where his or her recommendations are to be considered by the City Council. The Director of Project Delivery & Sustainability shall inform the members of the Council to the best of his or her ability on the status of any matter being considered by the City Council. In addition, the Director of Project Delivery & Sustainability shall cooperate to the fullest extent with all commissions, boards or committees appointed by the City Council.
