Sec. 6-13-101. - Created.

There is hereby created and established a Sustainability Commission in and for the City.

Sec. 6-13-102. - Composition.

The Sustainability Commission shall consist of the same number of members as the number of members of the City Council. All Commission members shall be residents of the City.

Sec. 6-13-103. - Appointment.

Each member of the City Council shall appoint one member to the Sustainability Commission, who shall serve at the pleasure of the member of the City Council who appointed such commissioner, subject to Section 1-4-203.

Sec. 6-13-104. - Compensation and expenses.

Each member of the Sustainability Commission shall receive as compensation as defined by separate resolution of the City Council.

Sec. 6-13-105. - Secretary.

The secretary of the Sustainability Commission shall be the Director of Project Delivery & Sustainability or such other person as may be designated by the City Council.

Sec. 6-13-106. - Meetings and procedures.

A. The Sustainability Commission shall meet regularly at least once each month, on a day and place to be fixed by the City Council, and shall hold such other meetings as from time-to-time shall be called in the manner and form required by law, including the provisions of Division 15 of Title 1.

B. The meetings of the Sustainability Commission shall be subject to and governed by the rules and regulations for commissions and committees set forth in Chapter 2 of Division 4 of Title 1 of the Code.

Sec. 6-13-107. - Powers and duties.

The Sustainability Commission shall have the following powers and duties provided by law:

  1. Advise the City Council on sustainability policies and programs related to climate action and resiliency, energy, recycling and waste management, mobility, open space, and water issues; and

  2. Advise the City Council in the review of sustainability programs or projects the City is proposing; and

  3. Advise staff and the City Council on successful implementation of the Climate Action and Adaptation Plan, including suggestions on how that work can be performed more efficiently and effectively; and

  4. Provide suggestions to staff and the City Council on how to better engage Irvine residents and businesses on sustainability issues and implementation of the Climate Action and Adaptation Plan; and

  5. Perform such other duties or studies as may be directed by the City Council; and

  6. The Commission's scope shall not extend to matters which are otherwise within the jurisdiction of the City Council or Planning Commission, including: 1) the adequacy or certification of any environmental documents; and 2) the design, planning or construction of municipal or commercial development or rehabilitation projects.
