Sec. 7-2-101. - Director.

The Office of the Director of Communications and Engagement of the City of Irvine is hereby created and established. The Director of Communications and Engagement shall be appointed by the City Manager in accordance with Section 1-3-204.

Sec. 7-2-102. - Eligibility.

No member of the City Council shall be eligible for appointment as Director of Communications and Engagement until one year has elapsed after such Council member shall have ceased to be a member of the City Council.

Sec. 7-2-103. - Compensation.

The Director of Communications and Engagement shall be compensated within the prescribed annual salary resolution. Other compensation components shall be determined by the City Council upon recommendation by the City Manager.

Sec. 7-2-103. - Powers and duties.

A. The Director of Communications and Engagement shall be the administrative head of the Communications and Engagement Department under the direction and control of the City Manager. The Director of Communications and Engagement's power and duties may be transferred, modified, exchanged, or rearranged at any time as determined necessary by the City Manager.

B. Such powers and duties shall include, but not be limited to, planning, organizing, developing, directing, and implementing strategic communication initiatives that enhance public awareness, engagement, and transparency. The Director of Communications and Engagement will oversee all aspects of the city's communications, including media relations, public information, branding, digital content, social and print media, community engagement, language access, Irvine Community Television (ICTV30), in addition to direct oversight of the city's international and multicultural affairs program, and Destination Irvine.

Sec. 7-2-103. - Powers and duties.

The Director of Communications and Engagement or a designated representative shall attend all City Council meetings where the Director's recommendations are to be considered by the City Council. The Director of Communications and Engagement shall inform said members to the best of the Director's ability on the status of any matter being considered by the City Council. In addition, the Director of Communications and Engagement shall cooperate to the fullest extent with all commissions, boards, or committees appointed by the City Council.
