Sec. 6-1-101. - Citation authority.

A. Pursuant to the provisions of California Penal Code § 836.5, the Chief Building Official or his or her designee, may arrest a person without a warrant whenever he or she or his or her authorized deputy has reasonable cause to believe that the person he or she has arrested has committed an infraction or misdemeanor in his or her presence which is a violation of an ordinance, code or statute which he or she has the duty to enforce as set forth in Title 2, Division 10 (Special Permits and Licenses); Title 4, Divisions 10 (Health), 11 (Nuisance Abatement), 13 (Code Enforcement); the Zoning Code of the City; Title 5, Divisions 5 (Subdivisions), 7 (Sustainability in Landscaping), 9 (Building Regulations), 10 (Grading and Excavation Regulations); Title 6, Divisions 1 (General Provisions), 3 (Transportation), 4 (Utilities), 5 (Oil and Gas Regulations), 7 (Refuse), 8 (Pollution) above or as otherwise delegated to the inspection division pursuant to the provisions of this Code or other applicable City regulations.

B. An officer or employee making an arrest under the authority of this section shall follow the citation-release procedures prescribed by the California Penal Code, or such procedures hereinafter enacted by the State of California.

Sec. 6-1-102. - Handicap parking spaces.

All parking lots where public access is required in the City shall comply with State of California regulations and the following:

A. The surface of each handicapped parking space required by the City of Irvine or the State of California shall be marked with the approved symbol of handicapped accessibility in blue paint on a white background at least 36 inches square.

B. Each required handicap space shall be striped on both sides and front with blue paint.

C. Any required handicap signage which shows evidence of deterioration shall be repaired or replaced so as to conform to the provisions of this section and current State of California regulations.

D. A sign shall be located at each entry to the off-street parking facility in a conspicuous place not less than 17 by 22 inches in size with lettering not less than one inch in height, to the effect that the off-street parking facility is subject to public traffic regulations and control, and directing drivers to the handicap facilities. Each sign shall be ground mounted and located at a minimum height at least 80 inches from surrounding grade to the bottom of each sign.
