ARTICLE a. - STREET NAMING AND ADDRESSING

Sec. 6-3-201. - Intent.

The intent of this chapter shall be the adoption of policies to:

A. Ensure that street names are appropriate for the community, easy to read and pronounce, and effective in providing a sense of identity to locations within the City.

B. Ensure that street addressing follows approved patterns, is visible to motorists and pedestrians, and effective in providing location and direction throughout the City.

C. Ensure that development within the City complies with adopted standards, policies, and procedures.

D. Ensure that the City coordinates street naming and address assignment with affected public agencies and private entities.

ARTICLE b. - STREET NAMES

Sec. 6-3-202. - Responsibility.

A. The Director of Community Development shall prepare policies and procedures to assign street names for public or private streets developed within the City of Irvine.

B. The City Council shall review proposals to change street names, following a public hearing with written notice provided to all businesses and owners of property abutting or having addresses on the affected street.

Sec. 6-3-203. - Policies and procedures.

The street naming policies and procedures shall:

A. Identify the division responsible for the implementation and maintenance of the policies and procedures and related forms or documents.

B. Set forth the criteria and methodology of reviewing and approving street names, street name changes, street name "affix" corrections and intersection street names within the corporate limits of the City of Irvine.

Article c — STREET ADDRESSING

Sec. 6-3-204. - Responsibility.

A. The Director of Community Development shall prepare policies and procedures to assign street addresses for buildings and structures on public or private streets developed within the corporate limits of the City of Irvine.

B. The Director of Community Development shall pursue correcting unauthorized addresses to improve the delivery of emergency services and the collection of business-generated tax revenues.

Sec. 6-3-205. - Policies and procedures.

The street addressing policies and procedures shall:

A. Identify the division responsible for the implementation and maintenance of the policies and procedures and related forms or documents.

B. Set forth the criteria and methodology for approving and assigning addresses, change of addresses and identifying unauthorized addresses within the corporate limits of the City of Irvine.

Article d — ACCEPTANCE OF STREETS

Sec. 6-3-206. - City Engineer as a City officer.

The position of City Engineer is hereby designated as an office of the City for purposes of acceptance of streets and roads or portions thereof into the City street system and recordation of conveyance to the City of real property interests for street and road purposes.

Sec. 6-3-207. - Acceptance and Recordation of Streets.

The City Council hereby designates the City Engineer to accept, on behalf of the City Council, streets and roads or portions thereof into the City street system and to record conveyances to the City of real property interests for streets and road uses and purposes. Prior to recording any conveyance under this section, the City Engineer shall affix a certificate to the instrument stating the acceptance into the City street system and designating the name of the City street or road, as secured and approved in accordance with the City's policy on street naming and numbering as adopted by the City Council.
