Sec. 4-3-201. - Traffic direction—Authority.

Public safety assistants assigned as traffic accident investigators or civilian crime report writers, as determined by the Director of Public Safety/Chief of Police, are authorized to direct all traffic by voice, hand, audible or other signal in conformance with applicable traffic laws, except that in the event of a fire or other emergency, or to expedite traffic or to safeguard pedestrians, said personnel may direct traffic as conditions may require, notwithstanding any provisions to the contrary contained in this Code or the Vehicle Code of California.

Sec. 4-3-202. - Same—Obedience to public safety assistant.

No person shall fail or refuse to comply with or to perform any act, lawful order, signal or direction of a public safety assistant assigned to traffic direction by the Director of Public Safety/Chief of Police.

Sec. 4-3-203. - Vehicle removal by public safety assistants.

Public safety assistants as are assigned by the Director of Public Safety/Chief of Police are authorized to and may remove or cause to be removed:

A. Any vehicle that has been parked or left standing upon a street or highway for 72 or more consecutive hours.

B. Any vehicle which is parked or left standing upon a street or highway when such parking or standing is prohibited by ordinance or resolution of this City and signs are posted giving notice of such removal.

C. Any vehicle which is parked or left standing upon a street or highway where the use of such street or highway or portion thereof is necessary for the cleaning, repair or construction of the street or highway or for the installation of underground utilities or where the use of the street or highway or any portion thereof is necessary for the movement of equipment, articles or structures of unusual size, and the parking of such vehicle would prohibit or interfere with such use or movement; provided that signs giving notice that such vehicle may be removed are erected or placed at least 24 hours prior to the proposed removal.

D. Any vehicle which is parked or left standing in any City-owned or operated parking lot when such parking or standing has been prohibited by ordinance or resolution.

E. For the purposes of this chapter, the term "vehicle" includes any trash or garbage receptacle or container which possesses one or more wheel(s) and is capable of being pushed or pulled upon those wheels either by human effort or with the assistance of some motorized vehicle or device.

Sec. 4-3-204. - General parking regulations; enforcement.

The provisions of this Code, resolutions and sections of the California Vehicle Code regulating the stopping, standing or parking of a vehicle may be enforced by public safety assistants as are assigned and authorized by the Director of Public Safety/Chief of Police.
