Sec. 4-2-101. - Office established.

The Office of the Director of Public Safety of the City of Irvine is hereby created and established. The Director of Public Safety shall be appointed by the City Manager in accordance with Section 1-3-204.

Sec. 4-2-102. - Eligibility.

No member of the City Council shall be eligible for appointment as Director of Public Safety until one year has elapsed after such Council member shall have ceased to be a member of the City Council.

Sec. 4-2-103. - Compensation.

The Director of Public Safety shall be compensated within the prescribed annual salary resolution. Other compensation components shall be determined by the City Council upon recommendation by the City Manager.

Sec. 4-2-104. - Powers and duties.

A. The Director of Public Safety shall be the administrative head of the public safety function under the direction and control of the City Manager. The Director of Public Safety's powers and duties may be transferred, modified, exchanged or rearranged at any time as determined necessary by the City Manager.

B. Such powers and duties shall include, but not be limited to, planning, organizing and directing a full-service police program, including field patrol, investigation and support services; preparing comprehensive annual and multiyear budget proposals, including program, personnel and equipment recommendations; cooperating with other police agencies to develop mutual aid arrangements; researching, evaluating and developing recommendations for new and innovative police service programs; coordinating the cooperative delivery of police and fire services; developing and maintaining working relationships with the Orange County Fire Protection Department; administering provisions for emergency transportation services with the Orange County Fire Protection Department; planning and administering the delivery of animal regulation services; and performing other work as may be designated by the City Manager.

Sec. 4-2-105. - Internal relations; attendance at City Council meetings.

The Director of Public Safety or his or her designated representative shall attend all City Council meetings where his or her recommendations are to be considered by the City Council. The Director of Public Safety shall inform said members to the best of his or her ability on the status of any matter being considered by the City Council. In addition, the Director of Public Safety shall cooperate to the fullest extent with all commissions, boards or committees appointed by the City Council.
