Sec. 3-3-101. - Created.¶
There hereby is created a Community and Library Services Commission in and for the City.

Sec. 3-3-102. - Composition.¶
The Community and Library Services Commission shall be comprised of the same number of members as there are members of the City Council. All Commission members shall be residents of the City.

Sec. 3-3-103. - Appointment.¶
Each member of the City Council shall appoint one member to the Community and Library Services Commission, who shall serve at the pleasure of the member of the City Council who appointed such commissioner, subject to Section 1-4-203.

Sec. 3-3-104. - Duties.¶
The Community and Library Services Commission shall have the duty to:
A. Act in an advisory capacity to the City Council in all matters pertaining to the acquisition, capital improvement, rehabilitation and maintenance of park, recreational, cultural, human services, library, youth and other related facilities.
B. Consider the proposed annual budget for the Community and Library Services Department and make recommendations with respect thereto to the City Council and the City Manager.
C. Advise in the planning of park, recreational, human services, cultural, library and youth and other related programs for the residents of the City. Promote and stimulate public interest therein, and to that end solicit to the fullest extent possible the cooperation of school authorities and other public and private agencies interested therein.
D. Recommend policies for the acquisition, development and improvement of land and facilities, subject to the rights and powers of the City Council.
E. Perform such other duties as may be prescribed by the City Council.

Sec. 3-3-105. - Appropriations.¶
The City Council shall include in its annual budget such appropriations of funds as, in its opinion, shall be sufficient for the efficient and proper functioning of the Community and Library Services Commission.

Sec. 3-3-107. - Compensation and expenses.¶
Each member of the Community and Library Services Commission shall receive as compensation a sum set by the City Council and may be allowed reasonable travel and other expenses actually incurred while traveling or engaged in business authorized by the Commission.

Sec. 3-3-108. - Communications.¶
Matters coming from the public, including communications from community associations and civic organizations, to be assured of consideration and action at a meeting of the Community and Library Services Commission, must be received in writing at least 14 days preceding the Commission meeting. All written communications shall be sent out over the signature of the Director of Community and Library Services or an officer of the Commission, so officially designated.

Sec. 3-3-109. - Meetings and procedures.¶
A. The Community and Library Services Commission shall meet regularly at least once each month, on a day to be fixed by the City Council, and shall hold such other meetings as from time-to-time shall be called in the manner and form required by law, including the provisions of Division 15 of Title 1.
B. The meetings and procedures of the Community and Library Services Commission shall be subject to and governed by the rules and regulations for commissions and committees set forth in Chapter 2 of Division 4 of Title 1 of the Code.
