Sec. 3-2-101. - Office established.

The Office of the Director of Community and Library Services of the City of Irvine is hereby created and established. The Director of Community and Library Services shall be appointed by the City Manager in accordance with Section 1-3-204.

Sec. 3-2-102. - Eligibility.

No member of the City Council shall be eligible for appointment as Director of Community and Library Services until one year has elapsed after such Council member shall have ceased to be a member of the City Council.

Sec. 3-2-103. - Compensation.

The Director of Community and Library Services shall be compensated within the prescribed annual salary resolution. Other compensation components shall be determined by the City Council upon recommendation by the City Manager.

Sec. 3-2-104. - Powers and duties.

A. The Director of Community and Library Services shall be the administrative head of the Community and Library Services Department under the direction and control of the City Manager. The Director of Community and Library Services' power and duties may be transferred, modified, exchanged or rearranged at any time as determined necessary by the City Manager.

B. Such powers and duties shall include, but not be limited to, planning, organizing, developing and directing a diversified public recreation program; coordinating recreation and youth services activities with other local recreation and/or youth serving agencies; recommending changes in policy to the City Manager; assisting community groups in planning and staging recreation, youth service, performing arts, cultural and celebration programs; preparing publicity releases and speaking before community groups; selecting, training and supervising staff; preparing written performance reviews; planning and organizing the development of long-range library building programs in cooperation with the County and/or regional jurisdictions; establishing and/or approving scheduling and priority use of public recreation facilities; and serving as secretary to the Community and Library Services Commission.

Sec. 3-2-105. - Internal relations; attendance at City Council meetings.

The Director of Community and Library Services or his or her designated representative shall attend all City Council meetings where his or her recommendations are to be considered by the City Council. The Director of Community and Library Services shall inform said members to the best of his or her ability on the status of any matter being considered by the City Council. In addition, the Director of Community and Library Services shall cooperate to the fullest extent with all commissions, boards or committees appointed by the City Council.
