3.44.010 - Definitions.

As used in this chapter, the following terms shall be defined as set forth herein:

"Board" means the board of supervisors of Imperial County.

"County" means the county of Imperial.

"County vehicle" means any automotive vehicle owned and operated by the county of Imperial.

"Employee" means any officer of Imperial County whether appointed or elected, and any other Imperial County employee.

3.44.020 - Identification.

A. All county vehicles shall bear such identifying insignia and numbers as this board may prescribe.

B. Unless specifically exempted by this board because of their use, all county vehicles shall bear government exempt license plates.

3.44.030 - Operator's qualification.

A. All persons operating county vehicles shall be county employees or such other persons, acting for and on behalf of the county, as this board may designate.

B. No person shall operate a county vehicle who does not have issued to him or her and in his or her possession a valid California operator's or chauffeur's license.

3.44.040 - Fines and penalties.

Persons violating any valid statute, ordinance, rules or regulations while operating a county vehicle, or while operating any other vehicle on county business, shall pay all fines or penalties levied as a result of such violation.

3.44.050 - Permitted use.

A. County vehicles may be used for no purpose other than county business.

B. No county officer, or employee of the county, shall use any county automobile in conveying any county officer or employee between the residence and the place of work of such officer or employee, or keep any county automobile overnight or on Sundays or holidays at the place of residence of any county officer or employee except as specifically authorized by the board of supervisors; provided, any authorization for special use of a county automobile as hereinabove specified shall not be construed as permitting the use of such automobile for the personal business or pleasure of any person whatever.

C. No county employee shall take a county automobile outside the county, unless authorized to do so by their department head.

3.44.060 - Vehicle assignment.

A. Assignment of county vehicles shall be made by this board and shall be based upon the transportation requirements of the various county offices.

B. This board shall prescribe the conditions upon which county vehicles may be assigned. The conditions shall include regulations relating to maintenance, repair, accident reporting, and storage of all county vehicles.

3.44.070 - Private vehicles.

A. Except as provided by law or otherwise specifically authorized by this board, private vehicles shall not be used on county business.

B. Any person using a private vehicle on county business as herein provided shall be reimbursed from county funds on a mileage basis, at such rates as are fixed in Section 3.48.040.

3.44.080 - Violations—Penalties.

Any county employee violating any of the provisions of this chapter, or any additional rules or regulations established pursuant here shall be subject to such disciplinary action as this board may deem appropriate.

3.44.090 - Implementation.

The provisions of this chapter shall be implemented by such additional rules and regulations as this board may, from time to time, adopt by resolution.
