9.12.010 - Placing certain dangerous substances upon sidewalks, parks or other public places prohibited.¶
No person shall throw, place or deposit upon any sidewalk, park or other public place in the City of Huron any glass bottle, glass, nails, tacks, hoops, wires, cans or any other substance likely to injure any person or animal upon such place, except in a proper receptacle designated and installed for the purpose of receiving such trash, rubbish or material.

9.12.020 - Placing garbage, paper or other offensive rubbish upon sidewalks, parks or…¶
It shall be unlawful to place, deposit or dump, or cause to be placed, deposited or dumped, any garbage, swill, cans, bottles, papers, ashes, refuse, carcass of any dead animal, offal, trash or rubbish or any noisome, nauseous or offensive matter in or upon any sidewalk, park or other public place in the City of Huron, except in a proper receptacle designated and installed for the purpose of receiving such trash, rubbish or material.

9.12.030 - Dumping rocks or dirt on sidewalks, parks or other public places prohibited without consent.¶
It shall be unlawful to place, deposit or dump, or cause to be placed, deposited or dumped, any rocks or dirt in or upon any sidewalk, park or other public place within the City of Huron, without the express consent of the City of Huron.

9.12.040 - Dumping prohibited.¶
It is unlawful to dump or cause to be dumped waste matter in or upon a public or private highway or road, including any portion of the right-of-way thereof, or in or upon private property into or upon which the public is admitted by easement or license, or upon private property without the consent of the owner, or in or upon a public park or other public property other than property designated or set aside for that purpose by the City.

9.12.050 Violation - of sections 9.12.010 through9.12.040 - penalty¶
A. Any person who shall violate any of the provisions of sections 9.12.010 or 9.12.020 shall be punishable for the first convition thereof by a fine of not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00) or by imprisonment for a period not exceeding ninety (90) days or by both such fine and imprisonment, and for the second and each subsequent convision thereof by a fine of five hundred dollars ($500.00) or by imprisonment not exceeding six months or by such fine and imprisonment. The City may, utilize any other method of enforcement to enforce the provisions of this chapter including, but not limited to, the issuance of administrative citations as set forth in chapter 1.18 of the Huron Municipal Code.
B. Any person who shall violate any of the provisions of section 9.12.030 shall be punished for the first conviction thereof by a fine of not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00) or by imprisonment for a period not exceeding ninety (90) days or by both such fine and imprisonment, and for the second and each subsequent conviction thereof by a fine of not less than five hundred dollars ($500.00) or by imprisonment not exceeding six months or both such fine and imprisonment. If such violation of section 9.12.030 shall be for the dumping of commercial quantities as defined in California Penal Code § 374.3 then such fine shall be not less than one thousand dollars ($1,000.00) nor more than three thousand dollars ($3,000.00) upon a first conviction, not less than three thousand dollars ($3,000.00), nor more than six thousand dollars ($6,000.00) nor more than ten thousand dollars ($10,000.00) upon a third or sebsequent conviction. The City may also utilize any other method of enforcement including, but not limited to, issuance of administrative citations pursuant to chapter 1.18 of the Huron Municipal Code.
C. Any person who shall violate any of the provisions of section 9.12.040 shall be punished by a fine of one thousand dollars ($1,000.00) or by imprisonment for a period not exceeding six months or both such fine and imprisonment. If such violation of section 9.12.040 shall be the dumping of commercial quantities as defined by California Penal Code 374.3 such fines shall be not less than one thousand dollars ($1,000.00)nor more than three thousand dollars ($3,000.00) upon a first conviction, not less than three thousand dollars ($3,000.00), nor more than six thousand dollars ($6,000.00) nor more than ten thousand dollars (10,000.00) upon a third or subsequent conviction. The City may also utilize any other method of enforcement including, but not limited to, issuance of administrative citations pursuant to chapter 1.18 of the Huron Municipal Code.

9.12.060 - Posting and depositing of notices.¶
A. No person shall post, stick, stamp, print or otherwise affix or cause to be posted, stuck, stamped, printed or otherwise affixed, any bill, poster, advertisement, notice (except official notices) or candidate card upon any telegraph pole, telephone pole, fire-alarm pole, electric light pole, electrolier, awning or shelterpole, or upon the curbing of any public street; or to mar, deface, change the appearance of, injure or write upon any such pole or curbing.
B. No person shall post, stick, stamp, print or otherwise affix or cause to be posted, stuck, stamped, printed or otherwise affixed, any bill, poster, notice, advertisement or candidate card to or upon any house or part thereof or outbuilding or upon any wall, fence, gatepost, sidewalk, trees or boxes around trees, awning or shelterpost, without the permission in writing of the owner, agent or occupier of the premises so to do.
C. No person shall place, throw or deposit, or cause to be placed, thrown or deposited, into or upon any motor vehicle, doorstep, porch, yard or lawn or upon any public street, any advertisement, paper, bill, poster, notice, handbill, advertising card, business card, advertising device, dodger or emblem.

9.12.070 - Obstructing or injuring persons passing on public street prohibited.¶
No person shall engage upon any street in any sport or exercise having a tendency to injure persons passing, nor shall any person, whenever the free passage of a street or sidewalk shall be obstructed by a crowd, fail or refuse to disperse or move on when directed so to do by any peace officer.

9.12.080 - Extinguishing lights maintained for public safety prohibited.¶
No person shall, without authority, extinguish during the night time any light maintained for public convenience or safety.

9.12.090 - Dust control.¶
It shall be unlawful for any person, firm or corporation to maintain, conduct or carry on, or permit to be maintained, conducted or carried on, the following condition within the City of Huron; the following condition is also declared to be and constituted a public nuisance and a menace to public health and safety:
The maintenance of any real or personal property, whether improved or unimproved in such a manner that dust, sand or any other foreign material shall be caused to be blown into the atmosphere or spread or drift upon property or premises of any other person, firm or corporation, in such a manner as to be a detriment to the public health and safety and/or the property of others.

9.12.100 - Violation of Sections 9.12.060 through 9.12.090—Penalty.¶
Any person, firm or corporation who shall violate the provisions of Sections 9.12.060 through 9.12.090 shall be guilty of a misdemeanor and, upon conviction, shall be punished by a fine not exceeding five hundred dollars ($500.00) or by imprisonment not exceeding six (6) months, or by both such fine and imprisonment.

9.12.110 - Abandoned chests—Prohibited.¶
No chest or box with more than one and one-half (1½) cubic feet in capacity, with an attached latch, door or cover, shall be discarded or abandoned, including refrigerators, iceboxes and other appliances.

9.12.120 - Glass containers in city parks—Prohibited.¶
A. It is unlawful for any person to bring, possess, carry or use glass bottles or glass containers in or on the Huron City parks or the parking lots.
B. Violation—Infraction. Any person violating this section shall be guilty of an infraction and shall be fined not less than twenty-five dollars ($25.00) nor more than fifty dollars ($50.00)on a first conviction, not less than fifty dollars ($50.00) nor more than one hundred dollars ($100.00) on a second conviction and not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00) on any third or subsequent conviction.

9.12.130 - Tents prohibited.¶
No tents may be erected or occupied in the City for the purposes of living or sleeping, except in a campground established for such purpose. All buildings used for living or sleeping purposes shall be erected in accordance with the City Building Code and the State Housing Act.
