2.16.010 - Certain city officers to furnish bonds.¶
A. Before entering upon the duties of their offices, the city clerk and the city treasurer shall each execute a bond to the city. The penal sum of the bond shall be in a reasonable amount recommended by the city attorney and fixed by the city council, by resolution, and may be changed during their terms of office. Any premium for such bonds shall be a proper charge against the city. The city clerk and the city treasurer shall qualify as required by law and file their bonds with the city council on or before the Monday next succeeding the day of their election or within six days next succeeding the day of passage of a resolution fixing the penal sum of their bonds, whichever shall first occur.
B. Before entering upon the duties of his or her office or within five days next succeeding the day of passage of a resolution fixing the penal amount of his or her bond, the city finance officer shall execute a bond to the city conditioned on the faithful performance of his or her duties. The penal sum of the bond shall be in a reasonable amount recommended by the city attorney and fixed by the city council, by resolution, and may be changed during the city finance officer's term of office. The premium for such bond shall be a proper charge against the city.

2.16.020 - Approval of ordinances, resolutions and contracts before presentation to city council.¶
All ordinances, resolutions and contract documents shall, before presentation to the city council at any city council meeting, have been approved as to form and legality by the city attorney and shall have been examined and approved for administration by the City Manager where there are substantive matters of administration involved. No ordinance or resolution shall be prepared for presentation to the city council unless ordered by a majority vote of the city council, requested in writing by the mayor or City Manager or prepared by the city attorney on his or her own initiative.

2.16.030 - Standards for recruitment and training of peace officers.¶
The city declares that it desires to qualify to receive aid from the state under the provisions of Sections 13500 to 13523 of the state Penal Code. Pursuant to Section 13522 of the state Penal Code, the city, while receiving aid from the state pursuant to Sections 13500 to 13523, shall adhere to the standards for recruitment and training established by the state Commission on Peace Officer Standards and Training.

2.16.040 - Police officers and firefighters to render aid to those in…¶
In addition to the performance of their regular and ordinary duties, it shall be the duty of all police officers and firefighters, at all times, and under all circumstances, to go to the aid of all persons or animals in distress or danger and render them such help and assistance as lies within their power. In case any police officer or firefighter should be injured while rendering such additional services, he or she shall be deemed to be injured in the course of his or her employment and shall be entitled to workmen's compensation therefor as provided by law.

2.16.050 - Service by elected officials in other than official capacity prohibited.¶
No elected official of the city shall be employed or compensated by the city other than in his or her official capacity as such elected official. ;hn0; (Prior code § 2-5.1)
2.16.060 - City motor vehicle public liability and property damage insurance.¶
All motor vehicles owned and/or operated by the city shall be insured under a public liability and property damage insurance policy with a combined single limit of at least $5,000,000.00 and with such deductible or deductibles as the city council shall, from time to time, determine.
