12.20.010 - Business and obstructions prohibited—Exceptions.¶
No person shall place or cause to be placed any obstruction on any sidewalk, street or other public place so as to obstruct or partially obstruct the same or impede travel thereon, or deposit, leave, place or cause to be placed on any sidewalk, street or other public place in front of any premises owned or occupied by the person any goods, wares, merchandise, commodities, tools, equipment, implements or machinery, of any kind, for exhibition, advertisement, sale, repair or otherwise, unless in transit and completely enclosed in boxes, crates or other packages, and then only for a period not exceeding two hours, or carry on or transact any retail or wholesale sales business on any sidewalk, street or other public place. Subject to the provisions of Section 12.20.040, any public utility may install and maintain all necessary equipment and facilities and any building contractor may use any sidewalk and not exceeding 25 percent of the width of any street or other public place in front of any premises in or on which the contractor is working or about to work, for the purpose of such work or for the temporary deposit and storage of building materials.

12.20.020 - Public utility equipment and facilities and bicycle racks not obstructions.¶
Nothing in Section 12.20.010 shall prohibit the installation and maintenance of public utility equipment and facilities, including, but not limited to, poles, lines, wires and telephones, or bicycle racks on the outer edge of the sidewalk for the purpose of supporting wheels or bicycles when the same are not in actual use, subject, however, to the following regulations: Such rack or stand shall be of skeleton construction, not to exceed 30 inches in height, 24 inches in length and 24 inches in width, and shall be constructed so that the receptacle or opening for the wheel of the bicycle shall not be nearer than six inches from the outer frame of the rack and shall be so constructed and maintained that no wheel in the rack or frame shall stand cross-wise or at an angle with the edge of the sidewalk. Such rack shall, in no way, be used for advertising purposes except that the name of the owner may be placed thereon.

12.20.030 - Permit to obstruct—Terms.¶
On application to the city council by the owners or occupants of ten or more premises situate within the central traffic district, all of whom hold valid business licenses issued by the city, or their representative or representatives, a permit may be issued for the temporary deposit and placing of goods, wares, merchandise, commodities, tools, equipment, implements and machinery, of any kind, for exhibition, advertisement and sale, on sidewalks in front of the premises owned or occupied by the persons requesting the permit. All such permits shall be subject to the provisions of Section 12.20.040, shall not authorize or permit the use of or the obstruction or impeding of traffic on more than 50 percent of the width of the sidewalk, shall be limited to the hours of 8:00 a.m. through 9:00 p.m., or any part thereof, shall be for not more than three consecutive days and shall not authorize or permit such use of sidewalks within the central traffic district for more than ten days during any calendar year.

12.20.040 - Lawful obstructions to be guarded and lighted.¶
Every person, either as principal, agent, employee or otherwise, who, in any manner authorized by law, obstructs any sidewalk, street or other public place, or any part or parts thereof, or who authorizes or directs any such obstruction, shall install, erect and maintain, for so long as the obstruction continued, a substantial barrier around the same, or post a guard or guards to protect and warn the public of the same. At night, and every night during the continuance of the obstruction, such person shall place and maintain, from sunset to daylight, lighted lanterns, lights, flashers, reflectors or other lighted warning devices around the same.
