12.04.010. - Names of streets.¶
The names of the streets of the city are declared to be the same as designated and named on the official map of the city now on file in the City Hall, prepared and drafted by V. T. McCray, and adopted by the city council on the third day of January, 1897. The name of that certain street or alley, heretofore unnamed, running north and south from and between Fourth and Fifth Streets, and next west of and adjoining the county courthouse premises in the city is declared to be James Alley.

12.04.020 - Numbering plan.¶
The following system of numbering houses, stores and other locations on the streets of the city is established as follows:
A. All dwelling houses, buildings, stores, business places, occupancies and other locations on or facing the streets shall be and remain numbered by the owners or occupants thereof.
B. On streets running south from North Street, such places as listed in subsection A of this section thereon shall be numbered consecutively according to the blocks facing such streets; the first block on each such street taking and having the numbers from one to 100; the next from 101 to 200; the next following block and blocks in like manner and with similar increases in numbers according to the location of such block south from North Street.
On the west side of each such street, such numbers shall be the even numbers of such block and on the east side, the numbers shall be the odd of such block. Such numbers shall be so placed and distributed that each side of the block facing the street shall take and have 50 numbers for such places thereon.
C. On all streets running west from McCray Street, such places as listed in subsection (A) of this section thereon shall be numbered consecutively according to the blocks facing such streets; the first block on each such street taking and having the numbers from one to 100; the next from 101 to 200; and the next following block and blocks in like manner and with similar increases in numbers according to the location of such block west from McCray Street.
On the north side of each such street, such numbers shall be the even numbers of such block and on the south side, the numbers shall be the odd of such block. Such numbers shall be so placed and distributed that each side of the block facing the street shall take and have 50 numbers for such places thereon.

12.04.030 - Size, color and affixing of numbers.¶
Street numbers shall be a minimum of three inches in height, shall contrast with the color of the structure or occupancy upon which they are affixed and shall be affixed upon structures and occupancies so as to render them readily susceptible to view from the street.

12.04.040 - Determination of proper street numbers.¶
To determine the proper number to be placed upon any residence, store or other location, the whole of that side of the block upon which it fronts, excluding alleys, if any, may be divided into 50 approximately equal parts and the particular residence, store, lot or location to be numbered may receive the number of that 50th part on which it fronts, counting with alternate numbers even or odd as the case may be in accordance with the provisions of Section 12.04.020. The determination of such numbers as provided in this section shall be done under the supervision of the chief of police and the street department.
