Sec. 78-181. - Definitions.

The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Bicycle means a vehicle with two wheels tandem, a steering handle, a saddle seat, and pedals by which it is propelled.

Business district means any nonresidential area of the city which is posted to prohibit scooters and skateboards from use on the sidewalks.

Scooter means a child's foot-operated vehicle consisting of a narrow board mounted between two wheels tandem with an upright steering handle attached to the front wheel.

Skateboard means a narrow board about two feet long mounted on roller skate wheels.

Sec. 78-182. - Riding on sidewalk.

(a) No person over the age of 12 shall ride a bicycle upon any sidewalk in the city.

(b) No person shall ride or operate any bicycle, scooter, roller skate or skates, skateboard or other similar contrivance on any municipal parking lot or facility. The riding of bicycles to and from bicycle racks shall not be deemed a violation of this subsection.

(c) No person shall ride or operate any scooter, roller skate or skates, skateboard or other similar contrivance upon any sidewalk within any business district within the city which has been posted as provided in section 78-183.

(d) No person shall ride upon any bicycle, scooter, roller skate or skates, skateboard or other similar contrivance upon any private sidewalk, private parking lot or private parking facility within the city without the direct or implied consent of the owner or person in lawful possession thereof if there is displayed in plain view on the property a sign prohibiting such riding and referring to this section.

Sec. 78-183. - Posting of business districts.

Posting of business districts may be ordered from time to time by resolution of the city council upon application of a majority of the business or property owners in the proposed area to be posted. Upon such order, posting will be implemented at the cost and direction of the city.

Sec. 78-184. - Persons riding bicycles, skateboards, etc., to yield to pedestrian traffic.

Persons riding scooters, roller skate or skates, bicycles, skateboards or other similar contrivances operated on any sidewalk in the city shall yield to all pedestrian traffic.

Sec. 78-185. - Double riding prohibited.

It is unlawful for the operator of a bicycle, when upon a public right-of-way, to carry another person upon such bicycle; provided, however, that this prohibition shall not apply to bicycles which are built for two persons to ride and propel the bicycle, or with properly designed carriers.

Sec. 78-186. - Parking bicycles on sidewalk.

It is unlawful for any person to park bicycles on any public sidewalk in the city except in racks placed specifically for that purpose or in areas designated as bicycle parking areas by the chief of police.

Sec. 78-187. - Applicability of traffic regulations to persons riding bicycles.

It is unlawful for any person to operate a bicycle in the city contrary to the rules, regulations and laws of the city, county and state pertaining to the operation of vehicles on public highways or city streets.
