Sec. 78-61. - Designated routes for vehicles over 14,000 pounds in weight.¶
(a) Except as designated in this section, it shall be unlawful to operate any vehicle on streets within the city when the maximum gross weight of such vehicle exceeds 14,000 pounds, unless such vehicle is operated on such restricted streets for the purpose of making delivery or picking up a load, in which case such vehicle may be driven on such streets for not more than the minimum distance necessary for that purpose.
(b) The following streets and highways are hereby designated as routes for vehicles exceeding 14,000 pounds. Vehicles subject to the provisions of Public Utilities Code §§ 1031—1036 are exempted from the provisions of this section.
(1) Florida Avenue (SR 74).
(2) San Jacinto Street (SR 79), between Florida Avenue on the south and the northerly city limits.
(3) State Street.
(4) Sanderson Avenue.
(5) Stetson Avenue between Sanderson Avenue on the west and State Street on the east.
(6) Domenigoni Parkway.
(7) Warren Road.
(8) Menlo Avenue between Sanderson Avenue on the west and San Jacinto Street on the east.

Sec. 78-62. - Use of roller skates, coasters, etc., on sidewalk.¶
No person shall skate with roller skates or propel any coaster-brake wagon or vehicle upon and along any sidewalk in the central traffic district.

Sec. 78-63. - Use of roller skates, coasters, etc., in street.¶
No person upon roller skates or riding in or by means of any coaster, toy vehicle or similar device shall go upon any roadway.

Sec. 78-64. - Railway trains not to block streets.¶
It is unlawful for the operator of any railway train or car to operate the train or car in such a manner as to prevent the use of any street for purposes of travel for a period of time longer than five minutes.

Sec. 78-65. - Driving through railroad safety gate.¶
No person shall drive any vehicle through or under any safety gate or railroad barrier which is maintained at a railroad crossing for the purpose of warning persons of the approach of a train or car while such gate or barrier is closed or while it is being opened or closed.

Sec. 78-66. - Warning signal on approach of train.¶
It is unlawful and a misdemeanor punishable as provided in section 1-8 to fail to give proper warning of the approach of a locomotive or car by the ringing of the locomotive bell or the sounding of the locomotive whistle.

Sec. 78-67. - Removal or trimming of trees or shrubs obstructing visibility at…¶
Whenever the traffic engineer finds that any hedge, shrubbery or tree growing in a parkway obstructs the view of any intersection or any traffic upon the streets approaching such intersection, he shall cause the hedge, shrubbery or tree to be immediately removed or reduced in height.

Sec. 78-68. - Closure of streets to commercial vehicles.¶
Upon direction of the city council, by motion duly made, seconded and passed at a regular or special meeting, the traffic engineer shall erect or have erected appropriate signs at such locations as the council shall direct forbidding the use of certain city streets thereby designated to commercial vehicles of gross weight in excess of 6,000 pounds, except as follows:
(1) Such vehicles may be operated thereon for the purpose of delivering or picking up materials or merchandise when such use is necessary to reach the point of departure or destination of such merchandise, and then only by entering such street nearest such point of departure or destination and proceeding thereon no farther than the nearest intersection thereafter.
(2) The provisions of this section shall not apply to any passenger bus under the jurisdiction of the public utilities commission or franchised by the city, or any vehicle owned by the city or by a public utility while necessarily in use in the construction, installation or repair of any city facility or public utility.

Sec. 78-69. - Speed limits.¶
(a) Pursuant to Vehicle Code § 22358, the city council makes the following findings:
(1) The portions of the streets within the city which are referred to in this section have been subjected to an engineering and traffic survey.
(2) The prima facie limits established in this section are based on the engineering and traffic survey.
(3) The prima facie speed limits established in this section are appropriate to facilitate the orderly movement of traffic and are reasonable and safe.
(b) The following prima facie speed zones are hereby established:
(1) Acacia Avenue (from Florida to Sanderson): 50 miles per hour.
(2) Acacia Avenue (from Sanderson to Kirby): 45 miles per hour.
(3) Acacia Avenue (from Kirby to Lyon): 40 miles per hour.
(4) Acacia Avenue (from Lyon to Gilbert): 35 miles per hour.
(5) Acacia Avenue (from Gilbert to State): 30 miles per hour.
(6) Acacia Avenue (from State to East City Limit): 30 miles per hour.
(7) Buena Vista Street (from North City Limit to Menlo): 35 miles per hour.
(8) Buena Vista Street (from Menlo to Oakland): 30 miles per hour.

Sec. 78-70. - Operation of motor vehicle on unimproved private property or on public…¶
(a) Findings. The city council finds and declares that numerous motor vehicles have been driven in and upon unimproved lands located within the boundaries of the city, causing serious soil erosion of slopes, hills, washes, gullies and ravines in the city. The city council further finds and declares that the excessive noise and dust emanating from and caused by such motor vehicles being driven upon and operated off the public roads and upon the unimproved lands within the city has tended to and does create a public nuisance by disturbing the quiet and repose of the citizens of the city so as to interfere with the comfortable enjoyment of life and property.
(b) Scope. This section is designed to regulate the operation of registered and unregistered motor vehicles by all persons, whether they possess a valid operator's license or not, upon unimproved private property and upon all public property except highways, in the city, and to prohibit any motor vehicles on unimproved private property or public property without written permission of the owner or agent thereof, subject to certain specific exceptions.
(c) Prohibited operation.
(1) No person shall operate any motor vehicle, including an automobile, motorcycle or motor-driven cycle as defined in the state Vehicle Code, on any unimproved private property belonging to another, without having the express written permission, in his immediate possession, from the owner or agent of such private property.
(2) No person shall operate any motor vehicle, including an automobile, motorcycle or motor-driven cycle as defined in the state Vehicle Code, on any public property except highways, without a valid permit issued by the governing board of the owner of such public property, in his immediate possession, authorizing such operation.
(d) Exceptions. The following exceptions shall apply to the operation of motor vehicles on both private and public property:
(1) Operation of authorized emergency vehicles as defined by the state Vehicle Code.
(2) Operation upon property used for raceways, racing stadiums or racing facilities which are authorized by a conditional use permit issued by the city.
(3) Operation upon parking lots or structures open to the public, or private parking lots or structures, when operated solely for ingress to and egress from such parking area and parking.
(4) Operation upon property primarily used for motorcycle or motor-driven cycle retail or wholesale sales, service or repair, manufacture or distribution, when operated in a manner so as not to be offensive and which does not disturb the peace and quiet of the general neighborhood.
(5) Operation of vehicles generally used in conjunction with commercial, industrial, agricultural or office uses and used solely in conjunction with such uses and upon property of another and in a manner so as not to be offensive and which does not disturb the peace and quiet of the general neighborhood.
(6) Operation upon private roadways or easements necessary for ingress to and egress from property used for those purposes designated in subsections (1), (2), (3), (4) and (5) of this section and for no other purpose.
(7) Operation on property actually used for residential purposes, where such motor vehicles are on the property at the express or implied invitation of the owner or occupant and when such use is solely for ingress to or egress from such residential property.

Sec. 78-71. - Authority to place turning markers.¶
The chief of police is authorized to place markers, buttons or signs within or adjacent to intersections indicating the course to be traveled by vehicles turning at such intersections, and the chief of police is authorized to allocate and indicate more than one lane of traffic from which drivers of vehicles may make right or left turns, and the course to be traveled as so indicated may conform to or be other than as prescribed by law.

Sec. 78-72. - Obedience to turning markers.¶
When authorized markers, buttons or other indications are placed within an intersection indicating the course to be traveled by vehicles turning thereat, no driver of a vehicle shall disobey the direction of such indications.

Sec. 78-73. - Authority to place restricted turn signs.¶
The chief of police is authorized to determine those intersections at which drivers of vehicles shall not make a right turn, left turn or U-turn, and shall place proper signs at such intersections. The making of such turns may be prohibited between certain hours of any day and permitted at other hours, in which event the hours shall be plainly indicated on the signs or such signs may be removed when such turns are permitted.

Sec. 78-74. - Obedience to restricted turn signs.¶
Whenever authorized signs are erected indicating that no right turn, left turn or U-turn is permitted, no driver of a vehicle shall disobey the directions of any such sign.

Sec. 78-75. - Free right turn prohibition.¶
The chief of police is authorized to determine those intersections within any business or residence district at which drivers of vehicles shall not make a right turn against a red or stop signal, and shall erect proper signs giving notice of such prohibition. No driver of a vehicle shall disobey the directions of any such sign.

Sec. 78-76. - Signs for one-way streets.¶
Whenever any provisions of this chapter or other ordinance or resolution of the city designate any one-way street or alley, the chief of police shall place and maintain signs giving notice thereof, and no such regulations shall be effective unless such signs are in place. Signs indicating the direction of lawful traffic movement shall be placed at every intersection where movement of traffic in the opposite direction is prohibited.
