§ 2.42.010. Promotional examinations.

As the needs of the service shall require, promotional examinations shall be conducted from time to time and may consist of evaluation of prior service, accomplishments in special training courses, or other tests. All candidates for promotion must be permanent employees in the classified service and must possess the minimum qualifications as set forth in the specifications of the class to which promotion is sought.

§ 2.42.020. Basis of promotion.

Promotion in the service shall be based on competitive examination and records of efficiency, character, conduct and seniority. Lists shall be created and promotion made therefrom in the same manner as prescribed for original appointment except that the appointing power shall make an appointment from the three highest ranking applicants. Whenever practicable, vacancies shall be filled by promotions. If the commission determines that it is impracticable to fill a position by promotion, an eligible list shall be created by an open competitive examination. An advancement may be made within a class without examination, but advancement to higher class or appointment to another class, except when made as the result of reclassification, is subject to examination.

The rules governing promotional examinations shall be the same as those governing original entrance examinations except as herein provided.

§ 2.42.030. Types of promotional examinations.

Examinations for the creation of eligible lists for higher positions in the classified service shall be ordered as often as may be necessary to meet or anticipate the needs of the higher ranks and said examinations shall be of two types:

A. Departmental Promotional. Limited to eligible employees of the department in which there exists a vacant position for a higher class;

B. Interdepartmental Promotion. Open to eligible employees in the classified service.

§ 2.42.040. Seniority factor promotional examinations.

In promotional examinations there shall be included in the weighing of examination scores, a maximum seniority factor of five percent. The actual percentage amount of the seniority factor to be attained will be determined by length of service (from the date of hire through the final filing date) as follows:

A. All employees who have been employed more than one year and up to and including two years shall receive four percent;

B. More than two years and up to and including three years shall receive four and one-fourth percent;

C. More than three years and up to and including four years shall receive four and one-half percent;

D. More than four years and up to and including five years shall receive four and three-fourths percent;

E. More than five years shall receive five percent.
