§ 2.41.010. Classifications.

Reserve police officers are classified as Level One and Level Two reserve police officers in accordance with the standards established by POST. The reserve police officer is required to have completed a peace officer standards and training (POST) approved training program prior to employment by the department. Once employed, the reserve police officer is required to attend and complete training programs as required.

§ 2.41.020. Appointment of reserve officers.

The chief of police, subject to the restrictions and limitations contained in this chapter, shall have complete authority and control over the reserve program and may delegate the exercise thereof, in whole or in part to any of his subordinates. The chief of police may appoint as members of the corps any persons whom the chief of police deems to be qualified for membership, pursuant to the POST guidelines.

§ 2.41.030. Level 1 designation.

A. The chief of police or authorized designee has the authority to select and appoint any reserve program member as a "designated" Level 1 Reserve pursuant to California Penal Code Sections 830.6(a)(2) and 832.6. A designated Level 1 Reserve shall have the full powers and duties of a peace officer as provided by Penal Code Section 830.1.

B. Any Level 1 Reserve that is not designated pursuant to this section is a "non-designated" reserve pursuant to Penal Code Section 830.6(a)(1). The authority of a non-designated Level 1 Reserve shall extend only for the duration of the reserve's specific assignment.

§ 2.41.040. Compensation and equipment.

Each and all of the persons so appointed and composing the reserve police force shall receive compensation and equipment as fixed and determined by the city council. All persons appointed pursuant to this chapter shall be considered volunteers and shall not be defined as employees pursuant to city personnel regulations. The city shall furnish each member of the police reserve force with general liability insurance and worker's compensation.

§ 2.41.050. Firearms.

Only departmentally authorized firearms and ammunition shall be carried.

§ 2.41.060. Identification.

It is unlawful for any person (other than a regular police officer of the city) who is not a member of the corps: (A) to wear, carry or display any identification card, badge, cap piece, uniform or insignia of the corps; or (B) in any manner to represent him or herself to be connected with the corps. Uniforms may only be worn to, from, or in the performance of police duties.
