§ 2.02.010. Generally.¶
The city, by and through its council and other officials, boards, commissions, committees and employees, shall have and may exercise all powers necessary or appropriate to a municipal corporation and the general welfare of its inhabitants, which are not prohibited by the Constitution of the state and the general laws of the state.

§ 2.02.020. Formation of binding, enforceable contracts where city or agency is a party…¶
A binding and enforceable contract shall be created when formed in any of the following ways:
A. When approved by the city council in a duly convened meeting of the city council as defined by the Ralph M. Brown Act and signed by the mayor or, in the mayor's absence, the mayor pro tempore.
B. When approved by the city council in a duly convened meeting of the city council as defined by the Ralph M. Brown Act and signed by the city manager but only when the city manager is expressly authorized to do so in an agenda item or resolution.
C. When approved and signed by the city manager but only when the contract conforms to the authority granted to the city manager in the most recently adopted purchasing policy.
D. When approved by the city council in a duly convened meeting of the city council as defined by the Ralph M. Brown Act and signed by the director of the South Bay Workforce Investment Board but only when the director of the South Bay Workforce Investment Board is expressly authorized to do so in an agenda item or resolution.
E. When approved and signed by the city attorney but only when the contract is to engage outside counsel to represent the city's interest in the assisting of preparation of legal matters, litigation and suits in which the city is a party or in which it is directly or indirectly interested.

Building permits, zoning permits, rebuild letters and zoning determinations do not constitute contracts.

§ 2.02.040. Authorization to submit grant applications.¶
The chief of police, director of South Bay Workforce Investment Board, chief of general services, finance director, planning director, housing director, and building and safety director are authorized to submit applicants for grants that will benefit their respective department.
