§ 12.28.010. Discharging of certain substances prohibited.¶
No person shall negligently, willfully or maliciously discharge, throw or deposit petroleum, or any products or residue thereof, or any grease, acid, coal tar, oil tar, analine, or water onto any street, nor permit any such substance where it passes onto any street; except that water may be temporarily discharged onto any street provided a permit to do so is obtained in accordance with the provisions of Section 12.28.020.

§ 12.28.020. Discharging of water—Permit.¶
A. No person shall discharge water onto any street; provided, however, that the street superintendent may grant and issue permits for the temporary discharge of water onto a street, upon such terms and conditions as he or she may deem necessary to protect the public.
B. Each application for such permit shall be accompanied by a permit fee of ten dollars, together with a cash deposit in the amount deemed sufficient by the street superintendent to reimburse the city for any expense it may incur as a result of such use of the street.
