Sec. 11-4-81. - Generally.¶
Every person to whom a permit shall have been granted for the discharge of domestic sewage and/or industrial waste into the sewer system of the city shall pay to the city for the use of such facilities a monthly sewer service charge as adopted by the council by resolution at any regular or regularly adjourned meeting.

Sec. 11-4-82. - More than one business in one building.¶
Persons conducting more than one line of business in the same building, so arranged that the building practically comprises one store with entrances from one department to another, shall be considered as conducting one business and shall pay the sewer service charge which applies to the business carried on therein which is required to pay the highest rate.

Sec. 11-4-83. - Industrial plants.¶
(a) In order to facilitate the determination of charges to industrial plants to be made pursuant to the provisions of section 11-4-81, each person who holds an industrial waste connection permit shall submit to the city manager or authorized representative, at the time he calls for the purpose of determining the discharge for the past month, a statement showing the gallonage of waste discharged into the city sewers during the preceding month.
(b) Every person operating an industrial plant and finding it impracticable to attempt to measure the discharge of waste into the city sewers by meter may determine the quantity of such sewage in such manner and by such methods as may be practical in the light of conditions and attendant circumstances of the case. Such determination shall be subject to the approval of the city manager; provided, however, that should the method of measuring the discharge of waste adopted by any person operating an industrial plant not meet with the approval of the city manager, the person operating the industrial plant shall install, at the cost of such person, a meter approved by the city manager which will accurately measure by a recording dial or device the flow into the city sewer system.

Sec. 11-4-84. - Payment.¶
The sewer service charges shall be charged, collected, and enforced in the same manner, at the same time, and by the same person as are the charges for water furnished by the city. The amount of sewer service charges shall be included in the total amount due for water. All laws, rules, and regulations of the city applicable to the charges, collection, and enforcement of rates for water furnished by the city are hereby made applicable to this chapter.

Sec. 11-4-85. - Changes in rates.¶
The city manager from time to time may submit to the council for its consideration or the council may instruct the city manager to submit changes, additions, or amendments to the rate schedule provided for in this article as may be considered necessary and/or desirable. After considering such changes, additions, or amendments, the council may change the rate schedule by resolution adopted by the council at any regular or regularly adjourned meeting.

Sec. 11-4-86. - Nonpayment.¶
(a) In the event of any person neglecting, failing, or refusing to pay the sewer service charges established by or pursuant to this article by the tenth day of the month following the month for which the sewer service charges are due, or in the event of any person neglecting, failing, or refusing to comply with any applicable provision of this chapter, any other applicable law, rule, or regulation of the city, or any duly authorized requirement of the city manager, the city manager shall cause the water service to be disconnected by the disconnection of the connection of the premises of such person to the city water system.
(b) In the event of the disconnection of any water service because of the failure of the person affected by such disconnection to pay the sewer service charges required by this article, such person shall pay to the city a charge in the amount established by resolution in addition to any and all sewer service charges due, before the premises of such person shall be again connected with the water system and served with city water.
