8.20.010 - To city government and fire districts.¶
No person shall install, use or cause to be used any telephonic device which is activated electronically to automatically dial a telephone line of the city government, or special district with fire prevention and firefighting powers.

8.20.020 - Live answering service required.¶
All automatic telephone dialing systems, insofar as such systems are used to transmit messages to city government installations, under the authority of the City Council, shall dial to, and the message shall be received by, a live answering service, such as a private alarm dispatch center, or a telephone answering service, or a twenty-four-hour answering facility.

8.20.030 - Permit.¶
No person shall install, use or cause to be used any telephonic device which is activated electronically to automatically dial a telephone within the city without first obtaining a permit from the chief of police to install and use such telephonic device. The chief of police shall review all requests for telephonic burglar alarms and the chief of police and the chief of the city fire department or the chief of any special district fire department involved shall review all requests for telephonic fire alarms. Before a permit may be issued, the following requirements shall be first complied with:
A. There shall be filed with the chief of police by the current subscriber of the telephone which contains an automatic dialing device, that party's name, address, the telephone number and the location of the telephone for which the application is filed.
B. There shall be filed with the chief of police by the current subscriber of the telephone which receives calls from an automatic telephone dialing system that party's name, address, the telephone number and the location of such telephone.
