§ 14.14.010 PROHIBITION.

No persons shall permit any swimming pool, artificial lake, artificial pond or reservoir to be installed or maintained upon any real property in the city under their control without a disposal or drainage system for the water and contents thereof in accordance with this chapter and the city’s Plumbing Code, nor shall any person discharge, or permit to be discharged, any water or contents therefrom except as permitted by this chapter.

§ 14.14.020 PERMIT.

(A) No person shall install, or commence any work to install, any swimming pool, artificial lake, artificial pond or reservoir in the city until the plans, and the maximum size of the line, for the disposal and drainage of water and contents therefrom have been approved, and a permit has been issued therefor, by the Building Department.

(B) Such approval shall be given, and such permit shall be issued, only when such plans conform to the requirements of this chapter and the city’s Plumbing Code.

§ 14.14.030 APPROVAL BEFORE USE.

No persons shall put, or permit to be put, any water in, or use, or permit to be used, any swimming pool, artificial lake, artificial pond, or reservoir in the city under their control without the written certification by the Building Department that the completed facility for the disposal of water and contents therefrom is in accordance with the requirements of this chapter and the city’s Plumbing Code.

§ 14.14.040 CONNECTION TO SEWER.

Except as otherwise provided in this chapter, whenever a public sewer of adequate capacity is available for such use, all wastewater and contents from swimming pools, artificial lakes, artificial ponds and reservoirs in the city shall be drained or discharged only into a public sewer.

§ 14.14.050 IRRIGATION OR SPREADING.

Whenever drainage space and conditions are provided in accordance with the standards of soil absorption rates and capacity established by the Building Department to ensure that there will be no hazard to the public health or welfare, and no public or private nuisance, and no unsanitary condition, the Building Department may permit the contents of swimming pools, artificial lakes, artificial ponds, reservoirs and their filters to be disposed of by surface irrigation or subsurface spreading.

§ 14.14.060 DRY WELL.

When a public sewer is not available with capacity adequate to dispose of the water and contents discharged from any swimming pool, artificial lake, artificial pond or reservoir in the city, such water and contents may be discharged into a dry well, having a vertical side wall of at least 15 feet or a capacity sufficient to contain at least twice the volume of the water and contents that may be discharged therein during one normal backwash or discharge thereof, constructed in the manner prescribed for cesspools by the city’s Plumbing Code. No persons shall discharge, or permit to be discharged, into any dry well under their control in the city that is used for the discharge of the contents of a swimming pool, artificial lake, artificial pond or reservoir, any sewer effluent or water except the contents of a swimming pool, artificial lake, artificial pond or reservoir.

§ 14.14.070 OVERFLOW PROTECTION.

No person shall make or maintain, or permit to be made or maintained, under his or her control, in the city, any installation that shall allow any sewer, drainage system, dry well, cesspool, underground leaching pit, or sub-soil drainage line to overflow, back flow or siphon into, or that shall have any connection, except through a back flow or prevention device approved by the Building Director, with, any swimming pool, artificial lake, artificial pond, reservoir, or filter connected thereto. No such device shall be approved unless it provides an air-gap of at least two pipe diameters of the discharge pipe at its outlet terminal, but never less than an air-gap of one inch. The Building Director may require such air-gap to be a space of six inches above the flood rim of a receptor of a type approved by the Building Director, installed with such flood rim at least six inches above the flood level of the adjacent surface, except that such discharge outlet terminal may be permitted to enter any receptor below its flood rim when the discharge outlet piping at its deepest point, the bottom of the filters and the bottom of the scum gutter drain trough, or overflow inlets are at least six inches above the flood rim of the receptor. All receptors connected to any part of any such drainage system, shall be properly trapped and vented as provided in the city’s Plumbing Code.

§ 14.14.080 SWIMMING POOL DRAINS.

No persons shall install or maintain any swimming pool in the city unless the bottom and innersides thereof are constructed of smooth nonabsorbent materials in a manner so that all water in such pool will drain into and through one or more metal grated openings over a sump hole connected with a suction drain line with a gate valve installed therein at an accessible place, or in a masonry pit, outside of the walls of the pool.

§ 14.14.090 SWIMMING POOL HEATER.

No person shall install any swimming pool water heating equipment in the city except in conformance with the design, construction and installation requirements of the city’s Plumbing Code for domestic water heaters.

§ 14.14.100 INDOOR POOLS.

No person shall construct, or commence the construction, in the city, of any indoor swimming pool, without having first filed the plans and specifications therefor with the Building Department and obtained a permit for such construction or without providing all piping, equipment and construction of such indoor swimming pool in conformance with the requirements of the city’s Plumbing Code for indoor plumbing installations.

§ 14.14.110 ENFORCEMENT.

The provisions of this chapter shall be enforced by the Building Director.

§ 14.14.120 EXCLUSION.

This chapter shall not apply to or on any property under the control of the city or any water district or other governmental agency, as owner or lessee thereof, nor to any portable pool 18 inches or less in depth which has 100 square feet or less in area.
