2.12.010 - Human resource functions.¶
The centralized human resource functions of the county shall be performed by an independent department or as a division of the county administrative office as approved by the board of supervisors, hereinafter in this chapter referred to as the "department."

2.12.020 - Director of human resources.¶
If human resource services are provided by an independent department of human resources, the department shall be under the direction of the director of human resources, who shall be a county officer and department head. The director shall be appointed by the county administrative officer, subject to prior consent of the board of supervisors.
If human resource services are provided under a division of the county administrative office, the department shall be under the direction of the county administrative officer who would serve as the director of human resources as may be prescribed in this code, board of supervisors administrative policies, county administrative officer's management directives, personnel rules, salary resolution or other operative resolution to human resource functions and the department of human resources.
Both the director of human resources and the county administrative officer hereinafter will be referred to in this chapter as the "director." There shall be only one director at any given time. The director shall appoint all employees of the department.

2.12.030 - General duties.¶
The director shall be responsible for directing the county's human resource programs including, but not limited to, centralized county human resource functions, negotiations with labor representatives, compensation planning, employee dispute resolution procedures, classification, recruitment and examination, county-wide staff development and training, employee benefits, personnel records, roster/payroll, safety, workers compensation, unemployment insurance, general liability, medical malpractice, self-insurance and other programs as directed by the board of supervisors and/or county administrative officer.
The director of human resources may conduct audits of county departments to ensure compliance with applicable personnel authorities including, but not limited to, title 3 of the code, personnel rules, salary resolution and labor agreements. As necessary, the director of human resources shall make recommendations to the department head(s) and county administrative officer regarding appropriate corrective or remedial actions to be taken by department head(s).

2.12.040 - Specific duties.¶
The director's duties shall include, but not be limited to, the following:
A. All duties prescribed by ordinance, the board of supervisors administrative policies, county administrative officers management directives, personnel rules, salary resolution and operative resolutions of the board of supervisors and county administrative office policies to be performed by the director of human resources to carry out the human resource functions of the county;
B. Appointment of all employees of the department and the keeping of such personnel records as may be prescribed by county rules, resolutions and regulations, and state law;
C. Budgeting and planning for the department's operations, including facility requirements, in consultation with the county administrative officer or designee;
D. Make recommendations to the county administrative officer and board of supervisors relating to personnel policies and the establishment of salaries and wages therein;
E. Develop and maintain personnel policies and rules regarding the selection and retention of county employees on the basis of merit and ability, consistent with equal employment opportunity principles;
F. Provide high quality, effective and timely human resource functions to county departments;
G. Direct the county's centralized human resource programs and authorize personnel transactions consistent with the charter, title 3 of this code, personnel rules, salary resolution and labor agreements;
H. Direct the county's labor relations program, including meet-and-confer requirements consistent with state law and this code;
I. Confer with and advise county departmental management and employees on a variety of administrative and personnel problems or issues within the framework of federal and state law, the civil service system and human resource programs;
J. Receive direction from the board of supervisors and county administrative officer regarding broad policies and goals;
K. Represent the county in meetings with commissions, committees, community agencies, and other public groups;
L. Such duties as may be prescribed in this code, board of supervisors administrative policies, county administrative officer's management directives, personnel rules, salary resolution or other operative resolution to human resource functions and the department of human resources.
