11.04.010 - Curb markings.

A. The director of public works is authorized, subject to the provisions and limitations of this chapter and as he finds the public safety and convenience requires, to place, and when required herein shall place, the following curb markings to indicate stopping, standing or parking regulations and those markings shall have the meaning herein set forth.

  1. Red means no stopping, standing or parking at anytime except as permitted by the Vehicle Code and except that a bus may stop in a red zone marked or signed as a bus zone.

  2. Yellow indicates a loading zone for freight or passengers.

  3. White indicates a passenger loading zone or a postal mail zone.

  4. Green means no standing or parking for longer than twenty-four minutes at anytime between nine a.m. and six p.m. of any day except Sundays or holidays.

  5. Blue indicates parking limited exclusively to the vehicles of disabled persons and disabled veterans.

B. No person, other than the director of public works, shall paint any curb surface unless granted permission to do so by the director of public works.

C. When the director of public works has caused curb markings to be placed pursuant to the provisions of this section, it is unlawful for any person to stand, stop or park a vehicle in violation of the markings or signs so placed.

11.04.020 - Stop signs, yield signs and traffic signals.

A. The board of supervisors may, by resolution, authorize the erection of stop signs, yield signs or other official traffic signals or control devices permitted to be authorized by local authorities under any provision of the Vehicle Code of the state. When the board determines by resolution that such official traffic control devices are necessary for the safe and orderly movement of traffic, the director of public works shall erect or cause to be erected the appropriate devices.

B. When an official traffic control device is placed pursuant to this section, the director of public works shall file a certificate that the resolution has been complied with and the sign or signal is actually placed as provided. A certified copy of the resolution of the board for placement of the sign or signal, together with a certified copy of the certificate, shall be prima facie evidence that the stop sign or signal was in place in compliance with this section at any and all times subsequent to the date of said certificate.

C. Where, because of temporary detours or other emergency, it would be impracticable and hazardous to require a vehicle to stop or yield at an intersection where stop signs or yield signs have been erected pursuant to this chapter, and the director of public works so finds, he may either remove or cover such signs so that no portion of the words "Stop" or "Yield Right-of way" remains visible. At the termination of such emergency the director shall restore or uncover the signs.

11.04.030 - School district—Sign maintenance.

The director of pubic works may issue a permit to a school district authorizing such district to maintain within a county highway a school crossing sign and/or flasher.

Such permit may be issued on the terms and conditions deemed necessary or appropriate by the director of public works for the protection of the public. Any such permit issued by the director of public works shall contain a provision that it may be revoked by the director of public works for violation of any of the terms or conditions of such permit.

11.04.040 - Crosswalks—Lanes—Road markings.

A. The director of public works is authorized to establish, designate and maintain crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the highway.

B. The director of public works may place appropriate traffic guide lines dividing highways into the number of traffic lanes which are proper and necessary, and may place such other pavement markings as are necessary to direct vehicular movements in accordance with the requirements of this chapter and the Vehicle Code.

C. The director of public works is authorized to place and maintain distinctive roadway markings as described in the Vehicle Code of the state on those highways or parts of highways where the volume of traffic or the vertical or other curvature of the roadway renders it hazardous to drive on the left side of such marking or signs and markings. Such markings or signs and markings shall have the same effect as similar markings placed by the State Department of Public Works pursuant to provisions of the Vehicle Code of the state.

11.04.050 - Disabled access parking.

A. The director of public works is authorized to determine and establish the location of on-street disabled access parking zones and disabled access parking spaces as provided by the California Vehicle Code.

B. The type of disabled parking facilities and the applicable restrictions are defined as follows:

  1. "Disabled access parking space" means an individually designated on-street parking space restricted to vehicles of disabled persons or disabled veterans and indicated by blue paint on the curb or edge of the paved portion of the street and signs or other suitable means.

  2. "Disabled access parking zone" means a restricted zone of on-street parking limited exclusively to vehicles of disabled persons or disabled veterans and indicated by blue painted curb or other suitable means but absent individually marked spaces.
