The regular meetings of the board of supervisors shall be on Monday and Tuesday of each and every week in the board chambers of the Hall of Records, in the city and county of Fresno; provided, that the board of supervisors, for cause, may dispense with any regular meeting by an order entered in its minutes.

The Board of Supervisors may authorize the expenditure of county funds for the training and orientation of persons newly-elected to membership on the Board of Supervisors but who have not yet assumed office. Payment may be authorized for course fees, travel and per diem expenses, course materials, and consultant services, as the Board deems proper and beneficial to the exercise of supervisorial duties by newly-elected supervisors.

Funds may only be expended for purposes of training and orientation of newly-elected supervisors when such training and orientation is specifically requested by the supervisor-elect.

The clerk of the board shall be appointed by and report to the board of supervisors and shall have and perform all powers and duties otherwise conferred by law upon the county clerk as clerk of the board of supervisors. With respect to any person appointed to the position of clerk of the board by the board of supervisors after the effective date of this section, the appointment shall be at will, and the clerk of the board shall serve at the pleasure of the board of supervisors.
