11.40.010 - Motor vehicles on canal banks.

A. Vehicles Prohibited. No person shall operate any motor vehicle, motorcycles, motor-driven cycle, minibike or other vehicle or device by which any person or property may be propelled, moved or drawn, excepting a vehicle or device moved by human power, along or upon the bank of any ditch or canal where such ditch or canal traverses or abuts upon real property which is subdivided for residential use.

B. Exceptions. This section shall not apply to the following persons:

  1. Officers, employees and permittees of the owner or operator of the ditch or canal;

  2. Public officers in the discharge of their duties;

  3. Rightful water users in connection with their operations;

  4. The owner of property on which any such ditch or canal is maintained in an easement, and his permittees, in the course of conducting business operation on the property.

11.40.020 - Reckless driving prohibited.

Except as hereinafter provided, it is unlawful for any person to drive any motor vehicle in or upon any property open to and intended for use by the public or the patrons of an adjacent business, commercial, industrial, entertainment or recreational establishment or public facility of any kind without having in his possession a valid operator's license issued in accordance with the California Vehicle Code or in wilful or wanton disregard for the safety of persons or property. This section shall not apply to any property or portion thereof being used for a special event with the express permission of the owner or his representative and from which the public has been temporarily excluded, nor shall it apply to a public highway or to any act prohibited by the Vehicle Code or other law of the state.

11.40.030 - Trains blocking streets or highways.

It is unlawful for the directing person or the operator of any railroad train to direct the operation of or to operate the same in a manner as to prevent the use of any grade crossing by vehicular traffic for a period of time longer than five consecutive minutes. Provided, however, that any time during which the train is in continuous motion in one direction shall not be included in calculating the five minute period.

11.40.040 - Off highway use of motorcycles and motor bikes.

It is unlawful for any person to ride or operate any motorcycle or motor bike of any kind on any private property or unoccupied public property within one-quarter of a mile of any school, hospital, convalescent home or residential area as herein defined except upon a regularly established private road, driveway or parking lot appurtenant to a structure on that property. A residential area within the meaning of this section means any area one-quarter mile in depth abutting a public or private road and one-quarter mile in length measured along such road and which contains any apartment house, condominium, multiple unit dwelling structure or four or more residences of any kind or combination. This section shall not apply to lands within a national forest or to property specifically devoted to a raceway, hill climb, motorcycle trail or similar use pursuant to a permit therefor issued by a governmental agency.

11.40.050 - Bicycle paths—Misuse prohibited.

It is unlawful for any person to drive or ride any animal or vehicle other than a bicycle propelled by human power upon any public bicycle path when such path is designated exclusively as such by appropriate signs at either end thereof and all places where such path intersects a public road.

11.40.060 - Bridle paths and equestrian ways—Vehicles prohibited on.

It is unlawful for any person to operate any vehicle of any kind upon a bridle path or equestrian way where such path is maintained as such by the county or other public agency or is dedicated as such on a subdivision map and accepted by the county. The prohibition of this section shall not apply to multiple purpose paths or until appropriate signs have been erected at each end of the path or way and at all places where such intersects a public road. It shall be the duty of the public works department to erect and maintain appropriate signs as in this section referred to if the path is maintained by the county or dedicated and accepted on a subdivision map, otherwise by the public agency maintaining the path.

11.40.070 - Parking for persons with disabilities—Nonauthorized vehicle parking.

It is unlawful for any person to park or leave standing any vehicle in a stall or space designated for persons with disabilities, if, immediately adjacent to and visible from such stall or space, there is posted a sign displaying the international symbol of accessibility, unless the vehicle displays either one of the distinguished license plates or a placard issued by the state of California for persons with disabilities or disabled veterans.

11.40.080 - No parking on boat launch ramp areas.

It is unlawful for any person or persons to park or leave any vehicle or trailer on the designated boat launch ramp areas including but not limited to the turn-around areas adjacent to any boat launch ramp.
