11.12.010 - Narrow highways.

A. The director of public works is authorized to place signs or markings indicating no parking upon any highway when the width of the roadway and shoulders is such that standing or parking a vehicle upon the highway would, in his opinion, constitute a hazard or tend to cause traffic congestion.

B. When official signs or markings prohibiting parking are erected upon narrow highways as authorized herein, no person shall park or leave standing any vehicle upon such highway in violation of any such sign or marking.

11.12.020 - Hazardous or congested areas.

A. The director of public works is authorized to determine and designate by proper signs and markings places not exceeding two hundred feet in length in which for reasons other than narrowness the standing or parking of vehicles would create an especially hazardous condition or would cause unusual delay to traffic.

B. When official signs or markings are in place at hazardous or congested places as authorized herein, no person shall stand or park any vehicle in any such designated place.

11.12.030 - Temporary restrictions—Emergencies.

A. Whenever the director of public works determines that traffic congestion or traffic hazard of an emergency nature is likely to develop from the operation, stopping, standing or parking of vehicles during the holding of public or private assemblages, gatherings or functions, or during the construction, alteration, repair or improvement of any highway or for any other reason, he may place or cause to be placed, temporary signs or signals prohibiting or regulating the operation, stopping, standing or parking of vehicles during the existence of such emergency.

B. When official signs or signals are in place regulating the operation, stopping, standing or parking of vehicles during the existence of such emergencies, no person shall operate a vehicle contrary to the provisions of such signs or signals.

11.12.040 - Adjacent to schools.

A. The director of public works is authorized to erect signs indicating no standing or parking upon either or both sides of any highway adjacent to any school property when such standing or parking would, in his opinion, interfere with traffic or create a hazardous situation.

B. When official signs are erected indicating no standing or car parking upon either or both sides of a highway adjacent to any school property as authorized herein, no person shall park or leave standing any vehicle in any such designated place.

11.12.050 - Board—Authority.

A. When the board determines by resolution that it is necessary to prohibit standing or parking on certain highways or portions thereof, at all or certain hours of the day, in order to facilitate the movement of traffic or to eliminate a hazardous condition, the director of public works shall appropriately sign or mark such highways or portions thereof.

B. When official signs or markings are in place pursuant to this section, it is unlawful for any person to stand or park a vehicle on any such highway or portion thereof in violation of the restrictions stated on or indicated by such signs or markings, except that this section does not prohibit buses from stopping to receive or discharge passengers at places appropriately signed or marked as bus loading zones.

11.12.060 - Snow removal conditions.

A. The director of public works is authorized to place signs to prohibit or restrict the parking or standing of vehicles on designated streets or highways, or portions thereof, for the purposes of snow removal.

B. When official signs are erected prohibiting parking when snow removal conditions exist, no person shall stop, park, or leave standing any vehicle, whether attended or unattended, within the area marked by signs, except when necessary to avoid conflict with other traffic or in compliance with the directions of a traffic or peace officer.

11.12.500 - Violation—Infraction.

Any person violating any provision of this chapter is guilty of an infraction punishable pursuant to the provisions of Section 1.12.020 of this code.
