2.48.010 - Membership.¶
A. Pursuant to the provisions of Section 18 of the Charter, there shall be a nine-member planning commission appointed by the board of supervisors. The term of office of each commissioner shall be four years and shall commence at noon on the first Monday after January 1st and shall end at noon on the first Monday after January 1st of the fourth succeeding year, but each commissioner shall continue to serve until his successor has been duly appointed and qualified. One member shall be appointed from each supervisorial district upon nomination by the supervisor of that district and shall reside therein during his or her term, which shall coincide with the term of the nominating supervisor. The remaining four members shall be appointed at large with the terms of two beginning in each even-numbered year. There shall be a maximum staggering of terms between members. Any vacancy during a term shall be filled for the unexpired term. Appointments shall be made only when there is either a vacancy on the commission or after a commissioner's term has expired.
B. In order to make the planning commission membership consistent with this 1981 amendment, there shall be a reorganization of such commission upon the effective date thereof at which time all existing planning commissioners are removed from office notwithstanding the provisions of Section 2.48.020 of this chapter. All appointments thereafter shall be made in accordance with the provisions of this section as amended. This section does not preclude reappointment for a succeeding full or the remainder of an expired term any person otherwise eligible whose term had not expired on January 5, 1981, so long as such reappointment will not result in that person serving on the commission for more than eight consecutive years.

2.48.020 - Residency requirements.¶
At least one but not more than two members shall be appointed from each supervisorial district and reside therein during their respective terms, provided that the board of supervisors may appoint a third member from a supervisorial district upon a finding that such appointment will serve the interests of the residents of Fresno County. The provisions of this section, however, shall not preclude reappointment for a succeeding term any otherwise eligible person who is a member of the commission on December 1, 1976.

2.48.030 - Removal of commissioners.¶
Pursuant to the authority of Section 65150 of the Government Code, it is provided that any member of the planning commission may be removed from office at any time by a four-fifths vote of the entire membership of the board of supervisors. The person appointed to fill a vacancy so created shall serve the remainder of the unexpired term of the person so removed.
