2.36.010 - Juvenile home created.¶
There is created and established pursuant to Article 15, Chapter 2, Division 2 of the Welfare and Institutions Code commencing with Section 880 thereof a juvenile home in and for the county to be operated and maintained for the purposes set forth in said article as the same now exists and as it may hereafter be amended, modified or superseded. The juvenile home is designated and shall be known as the C.K. Wakefield School and may be so designated in all ordinances, resolutions, court orders and other official documents relating thereto.

2.36.020 - Juvenile home—Management.¶
The C.K. Wakefield School shall be under the management and control of the probation officer who shall appoint a superintendent and such other personnel as may from time to time be provided therefor by the board of supervisors. The superintendent shall be in immediate charge of the center and shall carry out the directives and orders of the probation officer.

2.36.030 - Work furlough program—Established.¶
The board of supervisors finds, on the basis of employment conditions, education conditions, the state of the county jail facilities, and other pertinent circumstances, that the operation of Section 1208 of the California Penal Code providing for the operation of the work furlough rehabilitation law for county jail prisoners insofar as it relates to employment and education, in Fresno County is feasible, and that Penal Code section shall be operative in this county.

2.36.040 - Work furlough program—Administrator.¶
The probation officer is designated the officer to perform the functions of work furlough administrator and is authorized to enter into agreements with other jurisdictions for the acceptance of work furlough inmates pursuant to California Penal Code Section 1208.5.

2.36.050 - Juvenile home and program established.¶
Pursuant to the provisions of Article 15, Chapter 2, Division 2 of the Welfare and Institutions Code there is created a juvenile home at the Tehipite Junior High School in the city of Fresno to function as a day care program for minors enrolled in said school and who have been made wards of the court pursuant to Section 602 of the Welfare and Institutions Code.

2.36.060 - Program designation.¶
There shall be a program of student training and redirection established in the juvenile home created by Section 2.36.050 to be known as Project S.T.A.R. by which name said program shall be designated in all ordinances, resolutions, court orders and other official documents relating thereto.

2.36.070 - Operation of program.¶
Said home and S.T.A.R. program shall become operative upon the approval thereof by the Board of Education of the Fresno Unified School District, and the facility therefor shall be located in such portion or portions of the Tehipite Junior High School as may be mutually agreed upon between the administration of the Fresno Unified School District and the probation officer of the county of Fresno.

2.36.080 - Management.¶
The probation officer shall manage and control the internal affairs of said juvenile home and be in charge of the S.T.A.R. program located therein.

2.36.090 - Juvenile boot camp and program established.¶
Pursuant to the provisions of Article 15, Chapter 2, Division 2 of the Welfare and Institutions Code there is created a juvenile boot camp for the county of Fresno. The juvenile boot camp shall be known as the "Elkhorn Correction Facility—Juvenile Boot Camp" and may be so designated in court orders and other official documents. The boot camp shall be situated at the Elkhorn Correctional Facility.

2.36.100 - Program designation.¶

2.36.110 - Management.¶
The chief probation officer shall manage and control the internal affairs of the juvenile boot camp and shall be in charge of the Elkhorn Correctional Facility—Juvenile Boot Camp.

2.36.120 - Court wards—Work required.¶
In accordance with Section 883 of the Welfare and Institutions Code of the state of California, all court wards committed to the Elkhorn Correctional Facility—Juvenile Boot Camp shall be required to perform work of the type specified in Welfare and Institutions Code Section 883 under the direction and control of the chief probation officer.
