11.28.010 - Driving, parking and other movement.

Except as otherwise specifically provided in this code, the county administrative officer is authorized and directed to determine and establish as county requirements or public convenience, necessity and safety require, regulations for the driving, parking and other movement and use of vehicles over and upon county-owned grounds, buildings and institutions, including those portions of county-owned property commonly known as Tulare Street and Fresno Street adjacent to the Courthouse Park and extending from M Street in a southwesterly direction to L Street. Such relations may include but are not limited to speed restrictions, one-way traffic requirements, public parking areas, areas of limited time parking, areas of parking restricted to permit and to issue permits therefor, areas where all parking is prohibited, stopping, turning, and other vehicular movements. Upon determining and establishing such conditions and regulations or changes therein the administrative officer shall cause copies thereof to be printed and one copy filed and retained in the office of the county administrative officer, one copy filed in the office of the clerk of the board of supervisors, one copy filed in the office of the director of public works, one copy filed with the administrator of the general hospital and one copy filed in the office of the clerk of the municipal court in and for the Fresno judicial district. The county administrative officer shall cause appropriate signs or other markings to be erected or placed upon the premises affected by said regulations clearly setting forth such regulations. When copies of such regulations have been filed as aforesaid and when such signs or markings have been erected or placed, it shall be unlawful for any person to do any of the following:

A. Drive a vehicle at a speed in excess of that permitted;

B. Drive a vehicle the wrong way upon a one-way drive;

C. Park a vehicle in a restricted or prohibited area in violation of such restriction or prohibition;

D. Park a vehicle in a time-restricted area for a longer time than permitted, it being specifically provided that the movement of any vehicle from one place to another within the same area for the purpose of evading a time restriction shall be a violation of this section;

E. Drive a vehicle in violation of turning, stopping or other vehicular movement restriction;

F. Drive, park, operate or use a vehicle in violation of any other regulation established pursuant to this section.

11.28.020 - Vehicle removal.

Any vehicle parked or left standing in violation of Section 11.28.010 may be removed by a person authorized by the county administrative officer to a public garage at the expense of the owner thereof, including all towing and storage cost, which shall be paid prior to its release. Signs shall a posted giving notice that an unlawfully parked or standing vehicle may be removed. The county administrative officer is authorized to determine those locations on county property from which such vehicles may be removed, which determination shall be set forth in writing and filed in the office of the sheriff-coroner and the director of public works of the county.

11.28.500 - Violation—Infraction.

Any person violating any provision of this chapter is guilty of an infraction punishable pursuant to the provisions of Section 1.12.020 of this code.
