6-4.301 - Water Department.

A Water Department is hereby created comprising the Council and the following positions: the Water Superintendent, City Inspector, and Office Manager. The same person may be appointed to any or all of such positions. Such person or persons shall be appointed to serve at the pleasure of the Council.

6-4.302 - City Superintendent.

The City Superintendent shall have full charge and control of the maintenance, operation, and construction of the water works and system. He shall prescribe the duties of employees and assistants and shall have charge of all employees and assistants. He shall perform such other duties as are imposed from time to time by the Council and shall report in accordance with the rules and regulations adopted by the Council.

The City Superintendent, or his designated representative, shall supervise all repair or construction work authorized by the Council and perform any other duties prescribed for him in this chapter or which shall be hereafter prescribed by the Council.

6-4.303 - Water Superintendent.

The Water Superintendent shall regularly inspect all physical facilities related to the water system of the City to see that they are in good repair and proper working order and to note violations of any water regulations.

6-4.304 - City Inspector.

The City Inspector, or such other person as may be designated by the Council, shall perform the duties of inspecting the installation, connection, maintenance, and use of all water facilities in the City.

6-4.305 - Billing Officer: Created: Duties.

The position of Billing Officer is hereby created. The Billing Officer shall have charge of the billing for, and the collection of, the charges provided for in this chapter and shall perform such other duties as shall be determined by the City Superintendent. The Billing Officer shall compute, prepare, and mail bills as set forth in this chapter, make and deposit collections, maintain proper books of account, collect, account for, and refund deposits, do whatever else is necessary or directed by the City Treasurer to set up and maintain an efficient and economical bookkeeping system, and perform any other duties prescribed by the Council.

6-4.306 - Performance of duties.

The duties of the City Inspector, Water Superintendent, and Billing Officer may be performed by existing City personnel or by an additional employee or employees.

6-4.307 - Compensation.

The City Inspector, Water Superintendent, and Billing Officer shall receive such compensation as is prescribed by the Council.

6-4.308 - Inspections: Violations.

Any person making an inspection pursuant to the provisions of this chapter shall promptly report any violation or disrepair to the City Superintendent. If the work required is in the nature of an emergency, the City Superintendent shall take whatever steps are necessary to maintain service to consumers pending action by the Council.

6-4.309 - Notices to customers.

Notices from the City to a water customer will normally be given in writing and either be delivered or mailed to him at his last known address. Where conditions warrant and in emergencies, the City may resort to notification either by telephone or messenger.

6-4.310 - Notices from customers.

Notices from a water customer to the City may be given by him, or his authorized representative, in writing as follows:

(a) At the City Hall;

(b) To the City Superintendent; or

(c) To an officer or agent duly authorized by the Council to receive notices or complaints.
