Sec. 19-74. - Purpose and intent.¶
It is the purpose and intent of the City of Fontana to foster a respectful environment and passenger safety for the riders at the city's transit facilities. The City of Fontana views passenger safety and a respectful environment as essential to providing a beneficial service to its community. It is the purpose and intent of this article to provide the means by which such activities may be reasonably regulated to preserve the public health and safety and provide for the protection of property.
These rules are in addition to and supplement all applicable laws, ordinances, or codes of conduct issued by Metrolink or Omnitrans.

Sec. 19-75. - Definitions.¶
The following term, when used in this article, shall have the meaning ascribed to them in this section:
City transit facility shall mean all bus, trolley and rail vehicle facilities, structures, property, and equipment, including but not limited to, art work, signs, notices, advertisement, fare collectors or registers, cameras, communication systems, ventilation systems, terminals, bike paths, platforms, stop shelters, stations, plazas, waiting areas, storage yards, offices, parking lots, lands, personal property of all kinds that are owned, leased, held, or used by the city for the purpose of providing transportation services.

Sec. 19-76. - Prohibited acts.¶
(a) A person in or about any city transit facility shall not do any of the acts specified in this section:
(1)
Obstruct entrances and exits to the city transit facility buildings or rooms within the building or willfully block the free movement of another person in the city transit facility, or otherwise interferes with the use of public transportation service.
(2)
Enter upon any track, structures, right-of-way, or other parts of a city transit facility that is not open to passengers or to the public.
(3)
Drink any alcoholic beverages or possess an open alcoholic beverage container except on premises licensed therefor.
(4)
Smoke or carry a lighted or smoldering pipe, cigar or cigarette, or use an electronic smoking device, whether tobacco or any other product, unless used in an area designated and authorized for such activity.
(5)
Discard litter other than in designated receptacles.
(6)
Injure, deface, draw, paint, write, mutilate, alter, change, displace, destroy, loosen, remove, or tamper with the city transit facility.
(7)
Post, affix, display, or distribute signs, advertisements, circulars, handbills, or written material without express written consent of the city.
(8)
Operate any sound-producing or sound amplifying device unless headphones are used.
(9)
Possess a dangerous weapon unless permitted by law.
(10)
Sell or peddle of any goods, merchandise, property, articles, or services of any kind whatsoever without the express written consent of the city.
(11)
Engage in commercial photography, filming or recording except upon a permit issued by the city or except that duly authorized newspaper or television news media personnel may take pictures of newsworthy events for newspaper or television display only.
(12)
Urinate or defecate in or upon any unauthorized locations, unless the person cannot comply as a result of a disability, age, or a medical condition.
(13)
Use or occupy an area in violation of a posted sign regarding permitting or prohibited uses of said area.
(14)
Use the restroom facilities for other than for customary restroom purposes, which purposes do not include, among others, the use of sinks, toilets or other sources of water for bathing or washing of clothing.
(15)
Indulge in any riotous or offensive conduct as defined in Penal Code § 415 or use vulgar or obscene language as defined in Penal Code § 311.
(16)
Do, aid, abet, or assist in doing any act which may be dangerous, harmful, or injurious to any person or property.
(17)
Skateboarding, roller blading, skating, riding in or upon by any means of a coaster, skateboard, or any similar device except in designated areas specially designed for such purpose.
(18)
Bring, carry unto, or convene upon the city transit facility a dog, or other animal, unless it is completely enclosed in a carrying case. This does not apply to service dogs.
(19)
Loiter.
(20)
Knowingly or willfully provide false identification to a city officer or agent when engaged in the enforcement of this article.

Refuse to obey the lawful command(s) of a city officer or agent to cease such conduct.

Sec. 19-77. - Violation—Penalties.¶
All violations of any portion of this chapter are declared to be a misdemeanor, pursuant to City Code section 1-7, and may be punished as provided therein. The remedies set forth in this article are non-exclusive and the city may seek any and all legal and equitable relief permitted by law in addition to those remedies set forth in this chapter.
